Tianjin issued the "Circular" to give full play to the fighting fortress of the party organization of the "two new" organizations and the vanguard and exemplary role of party members.

In order to resolutely implement the spirit of General Secretary Xi Jinping's important speech at the meeting of the Political Bureau of the Central Committee and the deployment meeting for the prevention and control of the new coronary pneumonia epidemic and economic and social development, and earnestly implement the requirements of the municipal party committee on the overall prevention and control of the epidemic and the promotion of the resumption of work and production, recently, the Organization Department of the Municipal Party Committee and the Municipal Working Committee of Non-public Economic and Social Organizations issued the Notice on Giving Full Play to the Role of the Party Organizations of the "Two New" Organizations as Fighting Fortresses and Vanguard Models of Party Members in the Prevention and Control of Epidemics and the Promotion of Resuming Work and Resuming Work and Production, mobilizing the city's "Two New" Organizations as well as Party members to act quickly and contribute to the work and devote themselves to the prevention and production.

The Circular proposes to improve the political position, resolutely implement the spirit of the Central Committee and the deployment of the municipal party committee, take epidemic prevention and control and economic and social development as an important battlefield to consolidate and expand the educational achievements on the theme of "Do not forget your initiative mind, Keeping in mind the mission", as a concrete test to enhance the "four consciousnesses", strengthen the "four self-confidence" and achieve the "two maintenance", and widely publicize the policies of epidemic prevention and benefiting enterprises, mobilize non-public enterprises and social organizations to earnestly implement the main responsibility for epidemic prevention and control and resumption of work and production, resolutely overcome paralysis, war-weariness, fluke mentality and relaxation mentality, and comprehensively win the people's war, general war and resistance war on epidemic prevention and control, so as to provide a strong organizational guarantee for the realization of the goals and tasks of economic and social development.

The Notice makes it clear that it is necessary to strengthen the organization and drive and build a fortress for the first-line battle of the resumption of work and production. Party organizations of non-public enterprises and social organizations should take the initiative to undertake the formulation of epidemic prevention and control and resumption of work and production plans for their own units, strictly implement the "Guidelines" for the prevention and control of the epidemic for the resumption of work and production in our city, and help enterprises improve their epidemic prevention measures. Organize party members and party activists to take the initiative to undertake important epidemic prevention work such as policy publicity and interpretation, employee screening and registration, and emergency response, and lead trade unions, the Communist Youth League, the Women's Federation and other mass organizations, and extensively mobilize workers to actively participate in epidemic prevention and control and resume work and production through the formation of youth commandos and women's demonstration posts. The party organization of enterprises in the whole industrial chain of protective materials should help enterprises to scientifically plan production capacity, set up red flag teams, party members' commandos, etc., mobilize party members to work overtime to saturate production, and ensure sufficient epidemic prevention materials. Party organizations in production enterprises of necessities for people's livelihood should guide enterprises to consciously establish a strong sense of the rule of law, not to drive up prices, not to create market panic, and to ensure the stability of the supply of materials for spring ploughing and people's livelihood. The party organizations of industrial manufacturing enterprises on the regulations shall take advantage of the establishment of temporary party organizations for projects, the formation of vanguard teams of party members, and the establishment of areas of responsibility for party members to implement the requirements of epidemic prevention and control and resumption of work and production to workshops, teams and production lines. Party organizations in residents' life service industries such as catering and accommodation should guide enterprises to strictly implement business service prevention and control guidelines, scientifically and accurately prevent epidemics, carry out business activities in accordance with laws and regulations, and provide safe and orderly service items for residents' lives. Party organizations in Internet enterprises should strictly review the content of epidemic information, provide technical support for epidemic prevention and control and economic and social development, and strive to create a clear cyberspace. Industry associations and chambers of commerce party organizations to strengthen the industry member enterprises information exchange, resource sharing, production collaboration, etc., to adopt a "one industry, one program" to promote upstream and downstream, inter-regional, inter-enterprise production and marketing docking, to help the industrial chain to work together to resume production. Party organizations in the lawyer industry should set up "epidemic prevention and control lawyer service groups" at different levels to carry out legal guidance and practical answers, and provide legal advice and public welfare services around the problems and disputes encountered by enterprises in resuming work and production. The party organization of the certified public accountant tax agent industry should set up a number of party member service groups to actively provide financial consulting, enterprise audit, risk diagnosis, asset evaluation and other professional services for enterprises.

The Notice requires that party organizations in non-public enterprises and social organizations should educate and guide party members to take the lead in the front line of epidemic prevention and control and at the forefront of the resumption of work and production. First, we should do a good job of epidemic prevention and control and preferential enterprise policy "propagandists", take the initiative to learn and publicize the enterprise epidemic prevention and control measures and the resumption of work and production of the preferential enterprise policy. Second, we must do a good job in epidemic prevention and control measures to implement "supervisors", start from self, do not participate in any form of gathering during the epidemic prevention and control period, and supervise the surrounding employees to do the necessary protection and prevention. Third, we should do a good job in the resumption of work and production of enterprises, take the initiative to claim party member demonstration posts, party member responsibility areas, take the initiative to participate in the enterprise centralized cleaning and disinfection, temperature screening and flow of people control and other important epidemic prevention work, take the initiative to undertake the production and operation of urgent and dangerous tasks, in the production and operation to give full play to the backbone role.
