2. strengthen security risk control

3. strengthen the whole chain safety management

Strengthen the safety management of the use of hazardous chemicals in relevant enterprises and hospitals, schools, scientific research institutions and other units.

4. strengthen the implementation of the main responsibility of enterprises

For units and main responsible persons that evade and oppose safety production supervision and environmental protection supervision by concealment, deception or obstruction, illegal command and illegal operation cause major safety hidden dangers, change process flow in violation of regulations, damage monitoring and control facilities, entrainment, false report, concealment, concealment of dangerous goods and other subjective and intentional acts that seriously endanger the safety of people's lives and property, it shall be included in the credit records according to laws and regulations, strengthen the punishment for breach of trust, strict supervision.

(IX) strengthen incentives. Comprehensively promote the construction of safety production standardization for hazardous chemical enterprises, and give priority to the expansion of production and capacity of 1. second-level standardized enterprises, entering the district and entering the park, etc., under the same conditions, and reduce the frequency of inspections. For hazardous chemical projects encouraged by the state, advanced dangerous goods testing and inspection equipment imported within the total investment for self-use shall be exempted from import duties in accordance with the current policies. 5. strengthen the basic support guarantee

We will study and establish a life cycle information supervision system for hazardous chemicals, comprehensively utilize high and new technologies such as electronic tags, big data and artificial intelligence, and carry out information management and monitoring of the whole process of production, storage, transportation, use, operation and disposal, so as to realize the traceability, traceability and controllable status of hazardous chemicals, To achieve interconnection among enterprises, regulatory departments, law enforcement departments and emergency rescue departments. Strengthen the research and development of technologies and equipment such as the intrinsic safety of chemical hazardous processes, the safety and security of large storage tanks, and the integrated risk prevention and control of safety and environmental protection in chemical parks. Promote the construction of an intelligent platform for safe production information in the chemical park, and realize real-time risk monitoring and early warning of enterprises, key places, major hazard sources, and infrastructure in the park. Accelerate the establishment of a remote monitoring system for emergency management departments and chemical parks and hazardous chemical enterprises within their jurisdiction.

(11) Strengthen the training of professional talents. Implement the safety skills improvement action plan, and regard the employees of chemical and hazardous chemical enterprises as the key group of vocational skills improvement actions in high-risk industries. The main person in charge of hazardous chemical production enterprises and the person in charge of production safety must have a college degree or above in chemical engineering and certain practical experience. Full-time safety management personnel must have at least intermediate or above chemical professional and technical titles or chemical safety registered safety engineer qualifications. Newly recruited front-line employees must have a chemical vocational education background or a general Senior high school or above and receive hazardous chemical safety training. The enterprise establishes a chemical professional technical team through internal training or external employment. Key chemical areas support the construction of a number of chemical-related vocational colleges (including technical colleges), relying on key chemical enterprises, chemical parks or third-party professional institutions to establish internship training bases. The knowledge of chemical process safety management was incorporated into the core curriculum system of chemical and pharmaceutical majors in relevant universities.

(12) Standardize the technical service collaboration mechanism. We will speed up the cultivation of a number of leading technical service enterprises with strong professional ability and good social reputation, introduce market mechanism, and provide management and technical services for enterprises involving hazardous chemicals. Establish expert technical service specifications, classification and classification to carry out accurate guidance and assistance. Production safety liability insurance covers all hazardous chemical companies. Those who issue false reports and certificates to intermediary agencies such as safety evaluation, testing and inspection and environmental assessment document preparation units shall be revoked their relevant qualifications or qualifications in accordance with laws and regulations; if a crime is constituted, criminal responsibility shall be investigated in accordance with the law.

(13) Strengthen the construction of rescue teams for hazardous chemicals. Coordinate the national comprehensive fire rescue force and the professional rescue force of hazardous chemicals, rationally plan and build a hazardous chemical emergency rescue base based on the chemical park, radiating the surrounding area, and covering the main storage area. Strengthen the Yangtze River trunk line of hazardous chemicals emergency response capacity building. Strengthen emergency rescue equipment, improve emergency rescue plans, carry out practical exercises, and improve regional collaborative rescue capabilities. Promote the implementation of emergency guidelines for hazardous chemical accidents and guide enterprises to improve their emergency response capabilities.

6. strengthen safety supervision ability

Chemical production, storage, use, operation, transportation, and disposal related safety supervision responsibilities, the emergency management department shall be responsible for the comprehensive supervision and management of hazardous chemical safety. The ecological environment department shall supervise and manage the collection, storage and disposal of hazardous waste in accordance with the law. The emergency management department, the ecological environment department and other relevant departments shall establish a mechanism for supervision cooperation and joint law enforcement, closely coordinate and cooperate, realize timely, full and effective sharing of information, form a joint force of work, and jointly do a good job in the safety supervision of hazardous chemicals. We will improve the working mechanism of the work safety committee of the State Council, study and solve the outstanding problems in the safety of hazardous chemicals in a timely manner, and strengthen the supervision, inspection, assessment and notification of the performance of relevant units.

(15) Improve the law enforcement system. Establish and improve the provincial, city and county three-level production safety law enforcement system. In principle, provincial emergency management departments do not set up law enforcement teams, and internal institutions bear the responsibility of safety production supervision and law enforcement. City and county-level emergency management departments generally implement the "bureau team integration" system. Key counties (cities, districts, banners) of hazardous chemicals, port areas with large storage of hazardous chemicals, and various development zones, especially those with chemical parks, should strengthen the supervision of hazardous chemical safety production and implement detailed supervision. Law enforcement responsibilities, with strong professional law enforcement forces. (16) Enhance the effectiveness of supervision. Vigorously promote the "Internet + supervision", "law enforcement + experts" model, timely detection of hidden risks, early warning and prevention. According to the needs of the work, all regions recruit law enforcement auxiliary personnel and improve the relevant management system.
