Xi Jinping: seize the opportunity of the times and seek common prosperity in the Asia Pacific region -- speech at the 26th APEC informal leaders' meeting

Honorable Prime Minister O'Neill,

Dear colleagues:

It is a pleasure to be with you all in beautiful Port Moresby. The leaders of APEC members gathered in the Pacific island countries for the first time to review the history of cooperation and discuss the Asia-Pacific vision around the theme of "seizing inclusive opportunities and embracing the digital future. I would like to express my heartfelt thanks to the Government of Papua New Guinea, and Prime Minister O'Neill in particular, for their efforts in preparing for this meeting!

In today's world, development and change are surging. The new scientific and technological revolution and industrial transformation have developed in depth, the global governance system has been profoundly reshaped, and the international landscape has accelerated its evolution. At the same time, the deep-seated contradictions in global development are prominent, protectionism and unilateralism are on the rise, the multilateral trading system has been impacted, and the overall development environment of the world economy is facing many risks and uncertainties.

"A wise man follows the times." Standing at the crossroads of historical progress, we should recognize the general trend of the world, grasp the economic pulse, clarify the future direction, and answer the propositions of the times.

First, we will continue to promote regional economic integration and build an open Asia-Pacific economy. We should continue to promote trade and investment liberalization and facilitation. The road to the Asia-Pacific Free Trade Area will not be smooth, but we must always move towards this general direction and goal. For all kinds of free trade arrangements, we should adhere to the principles of openness, inclusiveness and transparency, promote mutual coordination and achieve positive interaction. We should firmly uphold the rules-based multilateral trading system and unequivocally resist protectionism. The World Trade Organization is exploring a new round of reform. The purpose of the reform should be to make it play a better role and adhere to the core values and basic principles of the multilateral trading system, rather than overturning it. We should guide economic globalization towards a more open, inclusive, inclusive, balanced and win-win direction.

This year marks the 40th anniversary of China's reform and opening up. China will unswervingly deepen reforms in an all-round way, accelerate the improvement of the socialist market economic system, and build a modern economic system. China will adhere to the basic national policy of opening up to the outside world, significantly relax market access, strengthen the protection of intellectual property rights, and create a more attractive investment and business environment. A week ago, the first China International Import Expo was successfully held in Shanghai, attracting 172 countries, regions and international organizations, more than 3600 enterprises to participate in the exhibition, and more than 400000 domestic and foreign buyers attended the meeting to discuss procurement, with a turnover of 57.8 billion billion US dollars. More than 4500 celebrities from all walks of life attended the Hongqiao International Economic and Trade Forum. This shows once again that China will not waver in its determination to support free and open trade and take the initiative to open its market to the world.

Second, adhere to innovation-driven, cultivate new growth momentum. Digital economy is the future development direction of Asia Pacific and even the whole world. We should firmly grasp the trend of innovation and development, implement the Roadmap for the Internet and Digital Economy in a comprehensive and balanced manner, and unleash the growth potential of the digital economy. At the same time, we should strengthen digital infrastructure and capacity-building, enhance the accessibility of the digital economy, bridge the digital divide, allow members at different stages of development to share the fruits of digital economic development, and allow people in the Asia-Pacific region to catch the express train of digital economic development.

China is vigorously building a "digital China" and reaping a number of innovative achievements in the fields of "Internet" and artificial intelligence. Sharing economy, online retail, mobile payment and other new technologies, new formats and new models continue to emerge, profoundly changing the lives of Chinese people. China is willing to deepen digital economic cooperation with all parties in the Asia-Pacific region, cultivate more points of convergence of interests and economic growth points, and inject strong new momentum into the Asia-Pacific economy.

Third, we will continue to improve the connectivity network and promote inclusive and linked development. Connectivity is the basis for inclusive and linked development. We should thoroughly implement the interconnection blueprint and let China Unicom's network cover every corner of the Pacific coast. We should take the 2030 Agenda for Sustainable Development as a guide and take more pragmatic measures to make development more balanced, growth more sustainable, opportunities more equal, and society more inclusive.

China attaches great importance to the construction of connectivity. After five years of efforts, the joint construction of "the belt and road initiative" is entering a new stage of in-depth development. In April next year, China will host the second "the belt and road initiative" International Cooperation Summit Forum. China will work with other countries to adhere to joint consultation, joint contribution and shared benefits, and build the "Belt and Road" with high quality, high standards and high standards, so as to create greater development opportunities for the people of the Asia-Pacific region and the world.

Fourth, we will continue to deepen partnerships and work together to address common challenges. APEC has gone through nearly 30 years of cooperation, and the partnership of mutual trust, tolerance, cooperation and win-win has become our common wealth. The national conditions of Asia-Pacific countries are very different, and it is not surprising that there are differences. The key is to adhere to the common divisor of common development, carry forward the spirit of partnership, negotiate and handle differences, and explore solutions to common challenges. We should be based on the reality of diversity, respect each other's choice of development path, blend and learn from each other on the basis of openness and inclusiveness, cooperate for mutual benefit while competing healthily, and jointly build an Asia-Pacific community with a shared future.

China adheres to the people-centered development concept and implements the new development concept of innovation, coordination, green, openness and sharing. In the past few decades, more than 0.7 billion people in China have been lifted out of poverty and will be completely lifted out of poverty by 2020. The contribution rate of China's economy to world economic growth has remained above 30%. At the same time, we are accelerating the shift from high-speed growth to high-quality development. This year, the contribution of consumption to China's economic growth reached 78%. The overall momentum of long-term stability and improvement of China's economy will continue to be maintained.

Colleagues!

As leaders in the Asia-Pacific region, we have the responsibility to take a long-term view and plan the APEC cooperation vision after 2020. We should comply with the general trend of economic globalization, not be blocked by temporary difficulties, continue to uphold the purpose of promoting regional economic integration, grasp the general direction of building an open world economy, and strive to maintain the momentum of Asia-Pacific cooperation and steadily move towards a higher level.

China is an active advocate and firm practitioner of Asia-Pacific cooperation. China's development is inseparable from close cooperation with all parties in the Asia-Pacific region, and it has also expanded a broad space for the development of the Asia-Pacific region. China will deeply participate in the Asia-Pacific cooperation process, increase investment, deepen practical cooperation with all parties, and make new contributions to the development and prosperity of the Asia-Pacific region!
