President Xi Jinping attended the first phase of the meeting and delivered an important speech entitled ''Climb high and look far, firmly grasp the correct direction of the world economy'', emphasizing that the G20 must adhere to open cooperation, partnership, innovation and leadership, and win-win benefits. Xi Jinping delivered a guiding speech, pointing out that this year marks the 10th anniversary of the international financial crisis and the 10th anniversary of the G20 leaders' summit. Although the world economy as a whole has maintained growth, the deep-seated impact of the crisis has not yet been eliminated, the transformation of the old and new kinetic energy of economic growth has not yet been completed, and the accumulation of various risks has accelerated. The world economy is once again facing a historic choice. The G20 should grasp the law from the historical trend and lead the direction. The world economy has experienced ups and downs from time to time, but the general trend of countries moving towards openness and integration has not changed. Mutual cooperation and complementary advantages among countries are the objective requirements of the development of productive forces, and also represent the direction of the evolution of production relations. In this process, countries have gradually formed a community of interests, a community of responsibility and a community of destiny. Cooperation, mutual benefit and win-win is the only correct choice. In the face of numerous challenges, we should not only enhance our sense of urgency, but also remain rational, take a long-term view, and grasp the general direction of the world economy with a responsible attitude.

Xi Jinping stressed that the common need to maintain the stable development of the world economy has given birth to the G20. Over the past 10 years, we have worked together to push the world economy out of the abyss of recession and onto the track of recovery and growth. Ten years later, we should once again show courage, show strategic vision, and lead the world economy along the right track.

First, adhere to open cooperation and safeguard the multilateral trading system. We should firmly uphold free trade and the rules-based multilateral trading system. China supports the necessary reform of the World Trade Organization. The key is to uphold the core values and basic principles of the World Trade Organization such as openness, tolerance, and non-discrimination, and to protect the development rights and policy space of developing countries. We must adhere to extensive consultations among all parties and proceed in an orderly manner.

Second, adhere to the spirit of partnership and strengthen macroeconomic policy coordination. All parties should adhere to the "three-in-one" policy tool of fiscal, monetary and structural reform and strive to promote strong, balanced, sustainable and inclusive growth of the world economy. When adopting monetary and fiscal policies, developed economies should pay more attention to and strive to reduce the impact on emerging market countries and developing countries. The international monetary system should continue to move towards diversification and build a stronger global financial safety net.

Third, adhere to innovation and lead, tap the driving force of economic growth. We should encourage innovation, promote the deep integration of the digital economy and the real economy, pay attention to the risks and challenges brought about by the application of new technologies, strengthen the construction of institutional and legal systems, and attach importance to education and employment training. We must not only base ourselves on our own development, but also open the door to encourage the dissemination of new technologies and new knowledge, so that innovation can benefit more countries and people. It is recommended that the G20 take "new technology application and its impact" as a key task to conduct in-depth research and earnestly explore cooperation ideas and measures.

Fourth, adhere to the principle of win-win benefits and promote global inclusive development. We must adhere to the people-centered development thinking, and take the people's sense of gain, happiness, and security as the starting point and end of our work. We must continue to place development issues in a prominent position in global macro policy coordination and implement the 2030 Agenda for Sustainable Development. We should safeguard the development interests and space of developing countries, continue to support Africa's development, help Africa strengthen infrastructure construction and connectivity, and promote the process of new industrialization.

Xi Jinping stressed that this year marks the 40th anniversary of China's reform and opening up. Over the past 40 years, with the support of the international community, the Chinese people have made historic achievements through unremitting efforts. China has benefited from reform and opening up, and will unswervingly promote a new round of reform and opening up, continue to deepen market-oriented reforms, protect property rights and intellectual property rights, encourage fair competition, and take the initiative to expand imports. China hopes that all countries will work together to create a free, open, inclusive and orderly international economic environment.

Many leaders at the meeting said that although the world economy as a whole maintains growth, the growth rate is slowing down, protectionism and unilateralism are on the rise, and the world economy is facing increased risks. All parties should strengthen unity, strengthen cooperation in macro policy coordination, structural reform, implementation of the 2030 Agenda for Sustainable Development, infrastructure construction and other areas, jointly safeguard the multilateral trading system, promote trade and investment liberalization and facilitation, oppose protectionism, further improve global economic governance, and jointly promote the strong, sustainable, balanced and inclusive development of the world economy.

When discussing the topic of "fair and sustainable future", Xi Jinping pointed out that the economic scale of the G20 exceeds 80% of the world economy. As long as the economy of each of our members maintains stability and growth, world economic stability and growth are guaranteed. We must all add positive energy to the world economy, reduce the negative spillover effects of relevant macroeconomic policies, and strive to form a virtuous circle of common development. China stands firm in safeguarding its legitimate rights and interests, reasonable demands, and international fairness and justice. At the same time, we are also willing to strengthen cooperation with all parties in a constructive manner and handle differences through consultation. I believe that as long as everyone carries forward the spirit of partnership, consultation on an equal footing, mutual understanding and mutual accommodation, there will be no problems that cannot be solved, and satisfactory answers will certainly be found.
