Chapter I General Provisions

Article 2 The Institute of Socialism is a political college of the nature of the united front under the leadership of the Communist Party of China. It is a joint party school for democratic parties and people without party affiliation. Article 3 The work of the Institute of Socialism must hold high the great banner of socialism with Chinese characteristics, guided by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Important Thought of the "Three Represents", the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Article 4 The Institute of Socialism shall adhere to the following work guidelines:

(I) uphold the party's leadership, comprehensively implement the party's basic theory, basic line, and basic strategy, and firmly grasp the correct direction of running schools;

(II) insist on focusing on the central task and serving the overall situation, highlight political training, strengthen political consensus, and consolidate the common ideological and political foundation of unity and struggle;

(IV) adhere to the joint school, open school, gather high-quality resources, improve the quality of school;

Article 5 The basic tasks of the Institute of Socialism include:

(I) training of democratic parties and personages without party affiliation, representatives of other fields of the united front, training of united front cadres, training of talents for theoretical research on the united front, and undertaking seminars on relevant topics organized by the party committee and the government;

(II) organize and carry out the research and publicity of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thinking of the "Three Represents", the Scientific Outlook on Development, Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and the Party's united front theory and policies, and promote theoretical innovation;

Article 6 The training objectives of the Institute of Socialism are as follows:

(I) ensure that representatives of the united front in all fields deeply understand Xi Jinping's thoughts on socialism with Chinese characteristics in the new era, consciously accept the leadership of the Communist Party of China, firmly establish the "four consciousnesses" and strengthen the "four confidences"; strengthen the spirit of patriotism and consciously safeguard the motherland Unification, national unity, and social stability; understand and be familiar with the party's united front theory and policies, enhance the ability to grasp politics, participate in politics, organize and lead, work together and solve their own problems.

Chapter II Setup and Leadership System

 

Article 8 The Party Central Committee and the Party committees of provinces (autonomous regions and municipalities directly under the Central Government), sub-provincial cities, and Xinjiang Production and Construction Corps shall establish socialist colleges. The party committees of cities (prefectures, prefectures, leagues) and counties (cities, districts, banners) shall set up socialist colleges (schools) (hereinafter referred to as socialist colleges) according to their needs.

Article 9 The Central Institute of Socialism is a public institution directly under the Party Central Committee managed by the United Front Work Department of the Central Committee. Article 10 The local socialist college is a public institution directly under the party committee at the corresponding level and is guided and managed by the united front department of the party committee at the corresponding level.

(IV) coordinate relevant departments to support the work of socialist colleges and help improve the conditions for running schools.

Article 11 The Institute of Socialism may, upon approval, establish a Party group to play a leading role in the unit.

The party group of the Central Institute of Socialism was established with the approval of the Party Central Committee. The party group of the local socialist college shall be established with the approval of the party committee at the corresponding level, and the secretary of the party group shall be the person in charge of the united front department of the party committee at the corresponding level.

Article 12 The dean of the Institute of Socialism is generally the main person in charge of the democratic party organization or a representative without party affiliation. The vice-presidents shall be equipped with non-party persons, and the first vice-president or the vice-president in charge of daily work may be set up as needed.

The candidates for non-party presidents and non-party vice presidents of the Institute of Socialism shall be nominated by the United Front work Department of the Party Committee through consultation with democratic parties and personages without party affiliation, and shall be appointed and removed in accordance with the authority of cadre management.

Article 13 The Institute of Socialism may establish an advisory committee on academic affairs composed of the United Front Work Department of the Party Committee, the heads of the democratic parties, the Federation of Industry and Commerce and relevant departments, and representatives without party affiliation to consult and consult on major issues in running the school.

Article 14 The higher-level socialist colleges shall provide business guidance to the lower-level socialist colleges, mainly including:

Chapter III Shift and School System

 

Article 15 The frequency of the Institute of Socialism is divided into the main frequency and the entrusted frequency. (I) non-party personages among provincial-level people's congress deputies and cppcc members;

Article 18 The Institute of Socialism may, in accordance with the needs of its work, organize training courses for religious personages at the grass-roots level.

Article 19 The Institute of Socialism may hold special topics for representatives of democratic parties, representatives of non-party intellectuals, representatives of non-party intellectuals, ethnic minorities, representatives of religious circles, representatives of non-public ownership of the economy, and representatives of new social strata. Chapter IV Teaching Work

Chapter V Scientific Research Work

Article 53 The Institute of Socialism shall, in accordance with the requirements of high political quality, strong professional ability and good work style, build a capable, efficient and reasonably structured administrative and logistics management team.

Article 54: Among the socialist colleges at all levels, the departments that are included in the management scope of the the People's Republic of China Civil Service Law, and the personnel and wages of their staff shall be implemented in accordance with the relevant laws, regulations and policies of civil servants; not included in the the People's Republic of China Civil Service Law The staff of the departments within the management scope shall be implemented in accordance with the personnel management system of public institutions.

Teachers of the Institute of Socialism shall enjoy the relevant treatment in accordance with the provisions of the State.

Article 55 The Institute of Socialism shall establish a system for staff examination (recruitment), study and training, practical training, rank promotion, performance evaluation, assessment and evaluation.

 

Chapter IX Guarantee for Running Schools

Chapter X Implementation and Supervision

 

Article 60 Party committees and governments at all levels and their relevant departments, socialist colleges, students and their units must strictly implement these regulations and consciously accept supervision.

Article 61 Party committees at all levels and their relevant departments shall, in accordance with their duties, supervise and inspect the implementation of these regulations. Those who violate these regulations shall, according to the seriousness of the circumstances, be given criticism and education, ordered to make inspections, exhortations, criticisms, or transfer from their posts, ordered to resign, removed, or demoted, or be given party disciplinary and administrative sanctions in accordance with discipline and law.

 

Chapter XI Supplementary Provisions

 

Article 62 The United Front Work Department of the Central Committee shall be responsible for the interpretation of these Regulations.

Article 63 These Regulations shall come into force on December 22, 2018. The Interim Regulations on the Work of the Institute of Socialism issued by the United Front Work Department of the Central Committee on November 27, 2003 shall be repealed simultaneously.
