The actual practice of innovation depends on the development and growth of emerging industries with frontier fields as the main channel. The government can build high-tech industrial clusters, formulate and implement strategic scientific plans and scientific projects, and implement tax incentives and tax relief policies for emerging enterprises. Institutional measures will invest and tilt high-quality social resources to emerging industry entities, so that core innovation entities such as science and technology enterprises, universities, and scientific research institutions can gain more innovation momentum.
