"A Good Director for the People" Zhao Zhenjin

There are no heroic words, no earth-shattering feats, only selfless dedication to ordinary posts. In the early morning of September 13, 2006, thousands of public security police and local people in Dalian spontaneously saw off Zhao Zhenjin, who died at work a few days ago.

Zhao Zhenjin joined the Communist Party of China in 1971, retired from the army in 1974, joined the police in 1979, and worked as the director of Xingang Police Station in Dalian Development Zone for 20 years from 1986 to June 2006. On September 9, 2006, Zhao Zhenjin, then the instructor of the Huanghai Road Police Station of the Public Security Bureau of Jinzhou Development Zone in Dalian City, died in the line of duty due to overwork at his job. He was 55 years old.

In the impression of relatives, comrades and the masses, Zhao Zhenjin is always wearing a police uniform. When everyone was sorting out the relics left by Zhao Zhenjin's office, they saw a passage he wrote: "I have never taken off this police uniform at any time, because this police uniform is a sign of my performance of the people's police duties, and it is also me. A striking symbol of mass supervision."

From the day he put on his police uniform, Zhao Zhenjin regarded cracking down on crime and keeping the people safe as his bounden duty. One day not long after he became the director, a local gangster gathered in the street with an axe in his hand. Zhao Zhenjin faced the axe raised high by the gangster and subdued him. His heroic actions not only deterred crime, but also won the support of the masses for the rectification of social security. In less than three months, the police station punished more than 50 people in accordance with the law.

As an outstanding people's policeman in the country, Zhao Zhenjin often said two words: "I am the director of the people" and "the satisfaction of the people is my greatest wish". When the masses are in trouble, Zhao Zhenjin always goes all out to help. Zhao Zhenjin set the military martyrs, extremely poor families, widowed elderly, disabled, and extremely poor students in the police station's jurisdiction as key service targets. The police station registers and makes a register. The police are responsible for the division of labor. They provide on-site service once a month and deliver oil, rice and noodles during festivals.

The people's business is their own. Zhao Zhenjin wrote down four points of experience of being a good police station director for the common people: for the common people, not favoritism, impartial law enforcement; regard the common people as parents; be a "silly" director with two sleeves; to be a director for the common people, it is necessary to build the police in politics and build the police station into a "battle fortress". This is what Zhao Zhenjin said and even did. He handled more than 3000 cases, and abided by the principle of "stop the interceder" to leaders, big and small, relatives, and comrades-in-arms; he refused gifts and bribes hundreds of times, and refused to use his working relationship to arrange work for relatives......

Zhao Zhenjin is committed to the masses, and the masses regard him as a relative. The common people gave Zhao Zhenjin and the police station more than 150 banners. When his police car got stuck in the mud on a rainy day, the people shouted and forced the car out. Zhao Zhenjin was moved to say: "Only by taking the people to heart can the people support you."

In 1986, he formulated 50 "Guidelines for the Normalization of Police Stations", focusing on improving the quality of the police and shaping the image of the police. In 1990, he added this guideline to 100 and refined it to 210 in 1996. In the 17-page "Guidelines for the Regularization and Construction of Police Station Teams" left by him, very detailed regulations have been made for the police to shape their self-image, strictly administer the police, and give preferential treatment to the police.
