Li Keqiang, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council, delivered a speech. He emphasized that governments and departments at all levels must earnestly study and implement the spirit of General Secretary Xi Jinping's important speech at the Seventh Plenary Session of the 18th Central Commission for Discipline Inspection, in accordance with the requirements of the Seventh Plenary Session of the Central Commission for Discipline Inspection and the Government Work Report. Deepen reform and change the political style, highlight both symptoms and root causes, promote the in-depth development of party style and clean government construction and anti-corruption work, and welcome the victory of the 19th National Congress of the party with outstanding achievements.

Li Keqiang pointed out that in the past year, governments at all levels have adhered to administration according to law, strengthened source governance, highlighted power restriction and money management, paid close attention to supervision and accountability, strictly enforced integrity and discipline, and achieved remarkable results in the construction of party style and clean government and anti-corruption work. However, some localities, departments, and units are not strict or in place in implementing the requirements for strict governance of the party, corruption problems occur from time to time in some areas, and a small number of cadres have the phenomenon of mediocre administration and lazy administration. We must take more effective measures to further promote the work of anti-corruption and building a clean government.

Li Keqiang put forward five requirements: first, to deepen the reform of "release, management and service" to further eradicate the soil that breeds corruption. Using list management to promote the reduction of power and standardize the use of power, except for matters involving major safety and public interests, administrative examination and approval matters should be canceled in principle in accordance with the law and procedures, innovative supervision during and after the event to ensure clean law enforcement and fair law enforcement, the use of big data and other technical means to "leave traces" in the whole process of supervision and improve the efficiency of supervision. We will vigorously promote "Internet government services" and try our best to handle those that can be done online, so as to benefit enterprises and the people to the greatest extent. Create a good environment for implementing innovation-driven development strategies, promoting "double innovation", increasing employment, and accelerating the transformation of old and new kinetic energy.

The second is to effectively manage and use public funds. In principle, all departments that use financial funds are required to make public their final accounts. Governments at all levels should insist on living a tight life and continue to increase tax and fee reductions. Appropriate all kinds of financial funds in a timely manner to solve the problems of long time in transit and sudden spending at the end of the year. Vigorously revitalize the deposited funds, resolutely investigate and deal with small treasurers, interception, misappropriation, embezzlement and other violations of laws and regulations, and install "safety locks" and "anti-theft doors" for public funds ".

The third is to further strengthen state-owned enterprises and financial supervision. In the reorganization and restructuring of state-owned enterprises, it is necessary to boldly reform and innovate, promote state-owned enterprises to lose weight, improve quality and efficiency, and prevent state-owned assets from being embezzled. We will improve the system of performance assessment and accountability for overseas state-owned assets, and strictly check the procedures for the examination and verification of investors in overseas particularly major investment projects. We will actively and steadily promote the reform of the financial regulatory system, enhance the synergy of supervision, strengthen the internal control of financial institutions, and strictly prevent financial risks and corruption.

Fourth, regulate public resource allocation transactions. Improve and strictly implement the bidding system and government procurement system, make good use of public resource trading platforms, be open and transparent, and prevent rent-seeking corruption.

Fifth, we will resolutely tackle unhealthy practices and corruption that infringe on the interests of the masses. We should pay close attention to and manage and make good use of the "survival money" and "life-saving money" of the masses, such as poverty alleviation, minimum living security, shed reform, and medical insurance funds, so as to make the funds and projects for the benefit of the people really effective. Highlight key areas such as rural collective funds, assets, and resource management, severely investigate and deal with various issues such as micro-corruption at the grassroots level, and huge corruption by small officials, and continuously consolidate the results of grassroots anti-corruption.

Li Keqiang stressed that honesty is the true character of politicians, and diligence is the duty of civil servants.
