Ren Bishi criticizes bureaucracy such as "dancing on the table"
In January 1943, Ren Bishi pointed out at the meeting of senior cadres of the Northwest Bureau: on the issue of leadership style, whether it is the party, the government, the army, or mass organizations, there is a very common and serious shortcoming, that is, the correct policy decided by the party cannot be implemented in some places, and the 100% realization of this policy cannot be guaranteed. This situation, of course, is due to the inconsistency of the party's ideology in the past, and at the same time, it has something to do with the low educational level of the cadres, which limits their understanding of the problem. However, there is another very important reason that must be pointed out, that is, bureaucratic tendencies are at work there.
In his view, the bureaucratic tendency is mainly manifested in: First, before formulating the work plan, it has not undergone detailed investigation and research. It is not based on the actual possible conditions, and it is not based on the needs and awareness of the masses. It is based on the assumptions in my mind and a rough estimate. Second, the instructions and decisions of superiors have not been carefully studied. Third, when implementing certain decisions and carrying out certain tasks, they do not adopt the spirit of persuasion and education to explain to the masses. Instead, they abuse methods such as apportionment and forced orders. Fourth, it is also a show when there is a plan, not to organize the implementation, let alone check the degree of implementation on schedule, and blindly indulge in many unimplemented plans, the east also plans, the west also plans, forming a kind of literary doctrine and formalism. This is what the organization minister of the Gulin County Party Committee said about "dancing on the table", because he only wrote the plan on his desk, but did not consider whether the plan could work and how it could work.
In order for everyone to better understand, Ren Bishi also cited several examples to illustrate bureaucratic manifestations such as "dancing on the table. For example, a very small number of bureaucratic elements, although they are from the masses of workers and peasants, although they also know the sufferings and demands of the masses, they have become infected with the ideology of the exploiting class. They not only do not do well for the masses, but also try to climb onto the heads of the masses, fake public affairs and use their position to get rich. These people are "full of legal money", so they can embezzle and do evil, can be lawless.
Ren Bishi believes that the fundamental reason for the bureaucratic tendency lies in being out of touch with the masses, not really caring about the masses, and not proposing specific methods to solve the problems that occur among the masses and the problems that urgently need to be solved. He put forward specific measures to solve the problem in a targeted manner: "Such a bad bureaucratic style should be opposed by the masses. Like those very few bureaucrats who have degenerated ideologically, they must be excluded from the government, the army and the party organs. "Otherwise, our new work style cannot be established."
Ren Bishi criticized the bureaucracy represented by "dancing on the table", provided specific guidance for the border region government to establish correct leadership methods, cultivate new leadership and work styles, and solved some common cognitive problems among leading cadres at that time.
