Party organizations at all levels must take responsibility for cadres who dare to take on the role, so that those who want to do things have opportunities and those who can do things have a stage to ensure the smooth realization of reform and development goals.

Xin Ming, a professor at the Central Party School, said that the reason why some cadres dare not try or act is largely because they are afraid of being held accountable for mistakes and have ideological burdens. This requires the organization to clarify the situation of fault tolerance and exemption for cadres, so that cadres can know where they can test the water and where they cannot step on the red line.

In the view of Gao Bo, deputy head of the Discipline Inspection Team of the Central Commission for Discipline Inspection in the Chinese Academy of Social Sciences, it is necessary to improve the cadre assessment and evaluation mechanism, fault tolerance and error correction, and it is by no means loose discipline and lax management. We should correctly understand the relationship between fault tolerance and error correction and strict administration of the party and officials in an all-round way, distinguish between mistakes due to disorderly acts and mistakes due to daring to act, and distinguish between cadres' mistakes, mistakes and violations of discipline and law. We must not let fault tolerance and error correction become a "shield" for those who act in disorder and a "safe haven" for problem cadres ".

According to the relevant provisions of Chengjiang County on fault tolerance and exemption, the units and individuals who have been determined to be exempted from exemption can be exempted from deduction points in the assessment of party style and clean government construction, not as the basis for promotion and appointment of cadres in the review of clean government, and reduce or exempt from deduction points in the annual target responsibility system assessment, lighten, reduce or exempt administrative accountability and efficiency accountability, and lighten, reduce or exempt party and government discipline responsibilities;

In Hangzhou, Zhejiang Province, units and individuals who have been determined to be exempted from liability can be exempted from "one vote veto" and administrative accountability and efficiency accountability in the assessment of the responsibility system for the construction of a clean and honest government and the review of the promotion and appointment of cadres. Those who need to be held accountable for party and government discipline shall be given a lighter, mitigated or exempted punishment.

Party building experts pointed out that the requirements of "three distinctions" should be strictly implemented in fault tolerance and error correction, and a clear-cut stand should be used to support and encourage those cadres who dare to take responsibility, do things in a down-to-earth manner, and do not seek personal gain, so as to dispel the worries of some cadres that "blame at every turn.
