"Opinions on Carrying out Poverty Alleviation Training for Civil Servants in Administrative Organs" Announced
Recently, the National Civil Service Bureau and the Poverty Alleviation Office of the State Council jointly issued the "Opinions on Carrying out the Training of Civil Servants in Administrative Organs for Poverty Alleviation" (hereinafter referred to as the "Opinions") to implement the "Decision of the Central Committee of the Communist Party of China and the State Council on Winning the Fight against Poverty". The "Thirteenth Five-Year Plan for Poverty Alleviation" and the "Thirteenth Five-Year Plan for Civil Servants Training of Administrative Organs" will further make specific arrangements.
The "Opinions" pointed out that the civil servants are the backbone of the implementation of the decisions and deployments of the Party Central Committee and the State Council, and an important organizational guarantee for winning the fight against poverty. Vigorously carrying out poverty alleviation training for civil servants and providing intellectual and talent support for the economic and social development of poverty-stricken areas is of great significance for winning the battle against poverty and building a well-off society in an all-round way. Civil service management departments at all levels should further enhance the "four consciousnesses" so that civil service training can actively serve the fight against poverty and help win the fight against poverty.
The "opinion" puts forward seven main tasks, including accurately docking the development plan of poverty-stricken areas, formulating a special plan for civil servants' poverty alleviation training, accurately arranging training contents according to the needs of poverty alleviation, innovating training methods and methods, and effectively improving the effectiveness of training; combining with the actual situation, we should find the focus of civil servants' training services for poverty alleviation; we should strengthen the basic construction of training teachers and teaching materials; we should strengthen training management. Strengthen assessment, supervision and inspection, etc. At the same time, it puts forward specific requirements for strengthening organizational leadership, strengthening the implementation of responsibilities, and focusing on communication and coordination.
