"Regulations on Leading Cadres Reporting Personal Related Matters" and "Measures for Handling the Results of Checking Reports on Personal Related Matters of Leading Cadres"


Recently, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Regulations on Leading Cadres' Reports on Personal Related Matters" (hereinafter referred to as the "Regulations") and the "Measures for Handling the Results of the Reports on Personal Related Matters of Leading Cadres" (hereinafter referred to as the "Measures"). A notice was issued requiring party committees (party groups) at all levels to earnestly comply with it.

 

The notice pointed out that since the 18th National Congress of the Communist Party of China, the strict governance of the party has been promoted in depth, and the reporting of personal matters of leading cadres has also been continuously strengthened and improved. The sixth Plenary session of the 18th CPC Central Committee made new clear provisions on upholding and improving the reporting system of personal matters related to leading cadres. In order to better adapt to the new situation and new requirements, the central government decided to revise the "Regulations on Leading Cadres Reporting Personal Matters" issued in 2010. The revised "regulations" and the newly formulated "measures" implement the deployment requirements of the CPC Central Committee with Comrade Xi Jinping at the core to firmly promote the comprehensive and strict administration of the party, focus on establishing and improving the reporting system for individual matters related to leading cadres with Chinese characteristics, sum up the practical experience of implementing the reporting system since the 18th CPC National Congress, persist in highlighting key points, strive for precision and science, and strengthen supervision and restraint, improve the main body of the report, the content of the report, the verification of spot checks and the processing of the results. The issuance and implementation of the "Regulations" and "Measures" is of great significance for further tightening the party's political and organizational discipline, and strictly managing and supervising cadres.

 

The circular stresses that party committees (party groups) at all levels should take the implementation of the "regulations" and "measures" as an important political task to fulfill the main responsibility of comprehensively and strictly administering the party, put it on the agenda, earnestly strengthen organizational leadership, and conscientiously do a good job in studying, publicizing, and implementing it. Leading cadres at all levels, especially senior cadres, should take the lead in implementation, earnestly enhance their awareness of discipline, rules, and organizational concepts, be loyal and honest, truthfully report personal matters in strict accordance with the requirements of the "regulations," and consciously accept organizational supervision.

 

The circular requires that organizations (personnel) departments at all levels should conscientiously perform their duties, persevere in the organization and implementation of the "regulations" and "measures," strengthen spot checks and verification, dare to deal with difficulties seriously, and seriously deal with those who do not report truthfully or have other problems. we will earnestly safeguard the seriousness and authority of the reporting system, so that it can play a greater role in administering the party strictly in an all-round way.

 

The revised "regulations" adhere to the principle of classified management, grasp the "key minority", further highlight the supervision of party and government leading cadres, and appropriately adjust the scope of reporting objects of state-owned enterprises and institutions. The content of the report highlights the family affairs and property closely related to the power and behavior of leading cadres. The "measures" clearly define the basic principles, specific circumstances, and handling basis that need to be mastered in determining underreporting and concealment, and stipulate the period during which leading cadres are affected by organizational handling and disciplinary actions for failing to truthfully report personal matters. it provides a follow-up for more effectively strengthening the use of audit results.
