The Opinions adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the Party's 20th National Congress, adhere to the better integration of effective markets and promising governments, focus on the role of bidding and bidding competition, and reform and innovate the design of the bidding and bidding system, Promote digital transformation and upgrading in depth, accelerate the realization of full-process and full-chain supervision, adhere to a national game of chess, and resolutely break down barriers, promote the formation of an efficient, standardized, fair competition, and fully open bidding market, promote the smooth flow of commodity elements and resources on a larger scale, and provide strong support for the construction of a high-standard market system and a high-level socialist market economic system.
The opinion clearly defines four principles.
