The recently published "Seeking Truth" magazine published an important article by General Secretary Xi Jinping "Promoting the Construction of Ecological Civilization Needs to Deal with Several Major Relationships". The relationship between the "double carbon" commitment and independent action is one of them. General Secretary Xi Jinping profoundly pointed out that promoting carbon neutrality is a major strategic decision made by the CPC Central Committee after careful consideration, and it is our solemn commitment to the international community. it is also the inherent requirement to promote the transformation and upgrading of the economic structure, form the competitive advantage of green and low-carbon industries, and achieve high-quality development. General Secretary Xi Jinping's important exposition has provided an important follow for us to actively and steadily promote carbon neutralization and promote the modernization of harmonious coexistence between man and nature.
The Chinese nation has always respected and loved nature, and the Chinese civilization, which has lasted for more than 5000 years, is pregnant with a rich ecological culture. Since the new era, under the guidance of Xi Jinping's ecological civilization thought, we have worked hard to build a modernization of harmonious coexistence between man and nature, and my country's ecological civilization construction has achieved remarkable results. Promoting the harmonious coexistence of man and nature is the distinctive feature and essential requirement of Chinese modernization. Respecting nature, conforming to nature and protecting nature are the inherent requirements of building a modern socialist country in an all-round way. General Secretary Xi Jinping made important instructions on the occasion of the first National Ecological Day, emphasizing that with the "double carbon" work as the guide, we will promote the gradual shift of dual control of energy consumption to dual control of carbon emissions, and continue to promote the green and low-carbon transformation of production methods and lifestyles. The report of the 20th National Congress of the Communist Party of China clearly defines the overall goals of China's development by 2035, one of which is to "extensively form a green production and lifestyle, steadily decline in carbon emissions after reaching its peak, fundamentally improve the ecological environment, and basically achieve the goal of a beautiful China".
Achieving the goal of "double carbon" is not only an inevitable requirement for the modernization of building a harmonious coexistence between man and nature, but also an inevitable requirement to meet the needs of the people for a better life. A good ecological environment is a public product that the people urgently need, and it is also the most inclusive livelihood and well-being. Creating a good ecological environment is an integral part of the problem of better satisfying the people's yearning for a high quality life. As the largest developing country in the world today, China proposes to achieve carbon neutrality from carbon peak in the shortest time, which demonstrates its determination to adhere to the path of green, low-carbon and high-quality development, and demonstrates its active response to global climate change and the practice of mankind. The great power responsible for the concept of a community with a shared future. China's active and steady promotion of carbon peak carbon neutrality will help promote the formation of a new pattern of global green environmental governance.
Achieving the "double carbon" goal is a broad and profound change, and it will not be achieved easily. The "double carbon" goal we have promised is unshakable, but the path, method, rhythm and intensity of achieving this goal should and must be decided by ourselves and never influenced by others. To achieve carbon peak and carbon neutrality, we must wait and rush, and it is impossible to complete our work in one battle. We must persist in seeking progress while maintaining stability and gradually achieve it. We must base ourselves on my country's national conditions, insist on establishing first and then breaking, and accelerate the planning and construction of a new energy system to ensure energy security. At the same time, continue to optimize the industrial structure, vigorously develop green and low-carbon industries, so that development is based on the efficient use of resources, strict protection of the ecological environment, and effective control of greenhouse gas emissions, and work together to reduce carbon, reduce pollution, expand green, and grow. Do a good job in overall planning and coordination of this big article. To properly handle the relationship between the "double carbon" commitment and independent action, we should not only base ourselves on the present and make steady progress, but also take a long-term view, grasp the rhythm and intensity of carbon reduction, seek truth from facts, step by step, and make continuous efforts.
In the new era and new journey, we will unswervingly follow the new path of ecological priority and high-quality development, and continuously enhance the people's sense of ecological environment, happiness and security.
