NPC Standing Committee Launches Law Enforcement Inspection on Science and Technology Progress
In order to further implement the innovation-driven development strategy, promote scientific and technological innovation to support and lead economic and social development, achieve high-level scientific and technological self-reliance, and accelerate the construction of a scientific and technological power, the Standing Committee of the National People's Congress initiated the law enforcement inspection of the science and technology progress law.
The Science and Technology Progress Law was promulgated and implemented in 1993, and was revised and improved twice in 2007 and 2021. It is a comprehensive and basic law in the field of science and technology in my country. The reporter learned from the first plenary meeting of the Law Enforcement Inspection Team of the Standing Committee of the National People's Congress held in Beijing on the 2nd that from June to July, the law enforcement inspection team went to 6 provinces including Liaoning, Anhui, Hubei, Hunan, Guizhou, and Shaanxi. Carry out on-site inspections, and entrust the standing committees of the people's congresses of six provinces (cities) including Jilin, Shanghai, Jiangsu, Shandong, Guangdong, and Gansu to simultaneously inspect the implementation of the Science and Technology Progress Law in their administrative regions.
It is reported that the law enforcement inspection team will focus on eight aspects: all localities and departments publicize and promote the progress of the implementation of the Science and Technology Progress Law; strengthen basic research; strengthen applied research and the transformation of results, and promote the independent control of key core technologies. Situation; strengthen the construction of the dominant position of enterprise scientific and technological innovation; improve the system and mechanism of scientific research institutions, establish and improve the scientific and technological research and development system; the training, management and incentive of scientific and technological personnel; the implementation of regional scientific and technological innovation; the implementation of measures to support, guarantee and supervise scientific and technological activities.
In early September, the law enforcement inspection team will hold a second plenary meeting to summarize the law enforcement inspection work, form a draft law enforcement inspection report, and revise and improve it. in late October, the npc standing committee will hear and deliberate a report on inspecting the implementation of the law on scientific and technological progress.
