11 departments issued the "carbon peak carbon neutral standard system construction guide"

The National Standardization Management Committee, the National Development and Reform Commission, the Ministry of Industry and Information Technology and other 11 departments jointly issued the "Guidelines for the Construction of Carbon Peak Carbon Neutrality Standard System" (hereinafter referred to as the "Guidelines"). The relevant person in charge of the Standards and Technology Department of the General Administration of Market Supervision pointed out: "At present, there are more than 1800 national standards and more than 2300 industry standards that directly support the work of carbon neutralization, involving carbon emission accounting and verification, energy conservation, non-fossil energy, New power systems, clean utilization of fossil energy, resource recycling, carbon sinks, etc, it provides strong support for the implementation of policies such as eliminating backward production capacity, energy conservation review, differential electricity price and carbon emission trading."
The person in charge further pointed out that although my country's carbon peak and carbon neutralization work standards are gradually improving, there is still a gap compared with the demand for achieving the carbon peak and carbon neutralization goal, which is mainly manifested in the field and scope of the standards that need to be further expanded. The quantity and quality of standards need to be improved, and the coordination and promotion efforts need to be increased.
According to introduction, the carbon neutral standard system proposed in the Guide includes four primary subsystems, 15 secondary subsystems and 63 tertiary subsystems, including basic general standards, carbon emission reduction standards, carbon removal standards and market mechanism standards, detailing the key tasks of standard formulation and revision under each secondary subsystem.
The system covers energy, industry, transportation, urban and rural construction, water conservancy, agriculture and rural areas, forestry and grassland, finance, public institutions, residents' lives and other key industries and fields of carbon peak and carbon neutral work, to meet the application of regions, industries, parks, organizations and other scenarios. The standard system will be dynamically adjusted according to the development needs.
In addition, the "Guide" put forward four aspects of the focus of work. The first is to form a joint force for international standardization work, and propose measures such as the establishment of a carbon peak carbon neutral international standardization coordination and promotion working group, and the establishment of a group of international standard innovation teams. The second is to strengthen international exchanges and cooperation, and propose measures such as strengthening exchanges and cooperation with IPCC, ISO, IEC, ITU and other institutions as well as countries along the "Belt and Road", and promoting energy-saving and low-carbon standardization dialogues under the frameworks of BRICS and APEC. The third is to actively participate in the formulation of international standards, put forward proposals for international standards in key areas such as greenhouse gas monitoring and accounting, energy, and green finance, and actively strive for the establishment of a number of standardization technical institutions. The fourth is to promote the docking of domestic and international standards, propose to carry out comparative analysis of carbon peaks and domestic and international standards, encourage the transformation of applicable international standards into national standards, and systematically promote the formulation and promotion of foreign language versions such as national standards, industry standards and local standards.
