Recently, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Opinions on Strengthening the Construction of High-skilled Talents in the New Era" (hereinafter referred to as the "Opinions"), and issued a notice requesting all regions and departments to conscientiously implement them in light of actual conditions.
The opinion puts forward that by the end of the "14th Five-Year Plan" period, the high-skilled talent system and policy will be more complete, the training system will be more complete, the post use will be more reasonable, the evaluation mechanism will be more scientific, the incentive guarantee will be more powerful, and the social atmosphere of respecting skills and respecting labor will be stronger. The scale of skilled talents continues to grow, the quality is steadily improved, the structure is continuously optimized, and the income is steadily increased, the proportion of highly skilled personnel in skilled personnel reached 1/3, and the proportion of highly skilled personnel in eastern provinces reached 35%. By 2035, the scale of skilled personnel will continue to grow and their quality will be greatly improved, and the number and structure of highly skilled personnel will meet the requirements of basically realizing socialist modernization.
Opinion requirements, increase the training of highly skilled personnel. We should improve the training system of high skilled talents, innovate the training mode of high skilled talents, increase the training of high skilled talents in urgent need, give full play to the basic role of vocational schools in training high skilled talents, and optimize the training resources and service supply of high skilled talents.
Improve the skill-oriented use system. We will improve the mechanism for the use of high-skilled personnel posts, improve the system for the participation and distribution of skill elements, and improve the mechanism for the steady retention of skilled personnel.
Establish a vocational skill hierarchy and a diversified evaluation mechanism for skilled personnel. Broaden the career development channels of skilled personnel, improve the professional standard system and evaluation system, and promote the identification of vocational skills. Improve the vocational skills competition system.
Establish a mechanism for commending and encouraging highly skilled personnel. We will increase the recognition and reward of highly skilled personnel and improve the incentive mechanism for highly skilled personnel.
In terms of safeguard measures, strengthen organizational leadership, strengthen policy support, and strengthen the basic work of skilled personnel.
