The Conclusion of Mao Zedong's Political Report at the Seventh National Congress of the Communist Party of China

On May 31, 1945, Mao Zedong made a conclusion on the political report at the Seventh National Congress of the Communist Party of China. The questions and opinions raised by the delegates during the discussion were mainly summarized into three issues: the international situation, the domestic situation, and a number of ideological and policy issues.
With regard to the international situation, the conclusion points out that it is the general trend of history to lead the world to progress. The possibility of a third world war does not exist today. Capitalism has its history. Generally speaking, capitalism is downward, but capitalism in agricultural countries is upward and unbalanced. China also needs to develop capitalism, but we are developing new democratic capitalism. New democratic capitalism will still be useful in the future, and it will still be useful in the agricultural countries of China, Europe and South America. Its nature is to help socialism.
With regard to the domestic situation, the conclusion lists 17 kinds of difficulties that may arise in the future, and at the same time puts forward eight reasons for victory, reminding senior cadres of the whole party not only to see the difficult side, but also to firmly believe that the bright side will come. The policy now is for the whole Party to unite and overcome difficulties.
With regard to a number of ideological policies within the Party, the conclusions address a total of 13 issues, the main points of which are: if there is no foresight, there is no leadership, and for the sake of leadership, it is necessary to foresee, foresee the future and possible biases. The four northeastern provinces are extremely important. With the four northeastern provinces, we have the basis for victory. On the issue of democratic centralism, we must speak more widely and open the windows. Don't be afraid that opening the windows may blow into the sand. Opening the windows to open the air is of great benefit. Can our Party lead the big bourgeoisie? Either it can or cannot, sometimes it can and sometimes it cannot, depending on the circumstances. The relationship between party spirit and individuality, that is, the relationship between universality and difference, the relationship between the collective and the individual, has greatly developed individuality in our party because of freedom. The "Communist Manifesto" made it very clear: "The free development of everyone is the condition for the free development of all people." We can't imagine turning 1.2 million Party members into 1.2 million pieces of wood, and we can't turn Party members into exactly the same. What kind of Party spirit will there be! Just obey the Party and try to develop everyone's strengths within this range, and don't just like those who are made of paper and mud. This concluding report is included in Volume III of Mao Zedong's Collected Works.
