Liu Shaoqi "Report on Amending the Constitution of the Party"


From May 14th to 15th, 1945, Liu Shaoqi delivered the "Report on Amending the Party's Constitution" at the Seventh National Congress of the Communist Party of China for two consecutive days. The report discusses a series of major theoretical principles such as the characteristics and nature of the Communist Party of China, the party's guiding ideology, the party's mass line, and the party's democratic centralism.
Regarding the characteristics of the Communist Party of China, the report pointed out: Our party is already a nationwide and mass party, and a party that the people of the whole country look up. It is already a party that has trained itself in the protracted revolutionary war and has become fully proficient in the art of leading the revolutionary war. It is already a party that has led the 95 million people behind enemy lines to establish a powerful revolutionary base. It is already a party that has overcome all kinds of erroneous ideas and, through rectification, has made the whole party unprecedentedly united and unified ideologically, politically, and organizationally. Already a party with its own great leader. This leader is Comrade Mao Zedong, the organizer and leader of our party and the modern Chinese revolution. Our Comrade Mao Zedong is an outstanding representative of the heroic proletariat of our country and an outstanding representative of the excellent traditions of our great nation. He is a Marxist created by genius. He combined the universal truth of Marxism, the highest thought of mankind, with the concrete practice of the Chinese revolution, and raised the ideological level of our nation to a reasonable height that has never been seen before. It also pointed out the only correct way to achieve complete liberation for the Chinese nation and the Chinese people, who were in great disaster.
Regarding the nature of the party, the report pointed out: Our party is an advanced and organized force of the Chinese working class and the highest form of its class organization. It represents the interests of the Chinese nation and the Chinese people. it is striving for the realization of china's new democratic system at the present stage. Its ultimate goal is to realize the communist system in China.
Regarding the party's guiding ideology, the report pointed out: The general outline of the party constitution determines that Mao Zedong Thought is the guideline for all work of our party, and the provisions of the party constitution stipulate that it is every party member to work hard to understand the basis of Marxism-Leninism and Mao Zedong Thought. Obligations. This is one of the greatest historical features of our revised Party Constitution. Mao Zedong Thought is the idea of the unity of the theory of Marxism-Leninism and the practice of the Chinese revolution. It is Chinese communism and Chinese Marxism. The report also summarizes the main contents of Mao Zedong Thought: analysis of the modern world and China's national conditions, theories and policies on new democracy, theories and policies on the liberation of peasants, theories and policies on the revolutionary united front, theories and policies on the revolutionary war, theories and policies on the revolutionary base areas, theories and policies on building a new democratic republic, theories and policies on building a party, theory and policy about culture, etc. Mao Zedong Thought is a complete theory of the Chinese people's revolutionary nation-building.
With regard to the party's mass line, the report points out that the party's mass line is not only the fundamental political line of our party, but also the fundamental organizational line of our party. Regarding the democratic centralism within the party, the report pointed out: According to the provisions of the party constitution, it is centralization on the basis of democracy and democracy under centralized guidance. The centralism of democracy within the party is a system that combines the backbone of the party's leadership with the broad masses of party members, that is, a system that concentrates from the masses of party members and persists among the masses of party members, that is, it reflects the mass line within the party.
