The State Council issued the "14th Five-Year Plan" for the Development of Digital Economy

The State Council recently issued the "14th Five-Year Plan for Digital Economy Development" (hereinafter referred to as the "Plan"), which clarified the guiding ideology, basic principles, development goals, key tasks and safeguards for promoting the healthy development of the digital economy during the "14th Five-Year Plan" period.
The Plan is guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implements the spirit of the 19th National Congress of the Communist Party of China and the 19th Plenary Sessions, based on the new development stage, completely, accurately and comprehensively implement the new development concept, build a new development pattern, and promote High-quality development, overall development and security, overall planning of domestic and international, with data as the key element, and the deep integration of digital technology and the real economy as the main line, strengthen digital infrastructure, we will improve the governance system of the digital economy, coordinate the promotion of digital industrialization and industrial digitization, empower the transformation and upgrading of traditional industries, cultivate new industries and new models, and continue to strengthen and optimize China's digital economy, so as to provide strong support for the construction of a digital China.
The Plan clearly adheres to the principles of "innovation-led, integrated development, application traction, data empowerment, fair competition, safety and order, system advancement, and coordination and efficiency. By 2025, the added value of the core industries of the digital economy will account for 10% of GDP, the data factor market system will be initially established, the digital transformation of industries will reach a new level, the level of digital industrialization will be significantly improved, digital public services will be more inclusive and equal, and the digital economic governance system will be more perfect. Looking forward to 2035, we will strive to form a unified, fair, orderly, mature and complete modern market system of digital economy, and the development level of digital economy will be among the top in the world.
The Plan deploys eight key tasks. One is to optimize and upgrade digital infrastructure. Accelerate the construction of information network infrastructure, promote the development of cloud network collaboration and computing network integration, and promote the intelligent upgrading of infrastructure in an orderly manner. The second is to give full play to the role of data elements. Strengthen the supply of high-quality data elements, accelerate the market-oriented circulation of data elements, and innovate the mechanism for the development and utilization of data elements. The third is to vigorously promote the digital transformation of the industry. Accelerate the digital transformation and upgrading of enterprises, comprehensively deepen the digital transformation of key industries, industrial parks and clusters, and cultivate the transformation support service ecology. The fourth is to accelerate the promotion of digital industrialization. Enhance key technological innovation capabilities, accelerate the cultivation of new formats and new models, and create a prosperous and orderly innovation ecology. Fifth, continue to improve the level of digitalization of public services. We will improve the efficiency of "Internet government services", enhance the level of digital inclusive social services, and promote the integrated development of digital urban and rural areas. Sixth, improve the digital economy governance system. Strengthen collaborative governance and regulatory mechanisms, enhance the government's digital governance capacity, and improve the new pattern of multi-governance. Seventh, we will focus on strengthening the security system of the digital economy. Enhance the ability of network security protection, improve the level of data security, and effectively prevent all kinds of risks. The eighth is to effectively expand international cooperation in the digital economy. Accelerate the digital development of trade, promote the in-depth development of the "Digital Silk Road", and build a good environment for international cooperation. Around the eight major tasks, the "Plan" clarified 11 special projects such as the optimization and upgrading of information network infrastructure.
The "Plan" guarantees implementation from the aspects of strengthening overall coordination and organization and implementation, increasing financial support, improving the digital literacy and skills of the whole people, implementing pilot demonstrations, and strengthening monitoring and evaluation to ensure that the goals and tasks are implemented.
