Wu Qian said that in order to fully implement the spirit of the 19th National Congress of the Communist Party of China and the Second, Third, and Fourth Plenary Sessions of the 19th Central Committee, adhere to and improve the party's absolute leadership system over the people's army, improve the system and mechanism for implementing the military commission chairman responsibility system, and ensure the realization of The party's goal of strengthening the army in the new era is to build the people's army into a world-class army, the leadership system of the reserve forces will be adjusted.

Wu Qian said that this time the main purpose is to adjust the leadership system of the reserve forces, and the nature of the reserve forces as part of the People's Liberation Army has not changed. As a constituent element of the force system of various services and arms, the reserve force is an effective supplement to the active force, and it performs the military mission and tasks in the new era together with the active force.

When answering reporters about the major measures for the adjustment and reform of the reserve forces, Wu Qian said that there are three main aspects:

First, we should improve the proportion of services and arms in the reserve forces, reduce the army reserve forces, increase the reserve forces of other services and arms, and promote a more coordinated proportion of services and arms.
