The plenary session stressed that "we must adhere to the party, government, military and people's learning, East, West, South and North, the party is the leader of everything, resolutely safeguard the authority of the Party Central Committee, improve the party's leadership system that takes charge of the overall situation and coordinates all parties, and implement the party's leadership in all aspects of national governance". This is the most valuable experience of the Party in leading the people in revolution, construction and reform. In order to promote the construction of systems in all aspects, promote the development of various undertakings, and strengthen and improve work in all aspects, we must adhere to the leadership of the party and consciously implement the fundamental requirements of the party to take charge of the overall situation and coordinate all parties.
