Yang Shangkun: Working hard for the Party Central Committee for 20 years

Yang Shangkun (provided by Yang Shangkun's hometown management office in Tongnan District)

On August 15, 1945, Japan officially surrendered. The Party Central Committee demanded that the troops in the anti-Japanese base areas resolutely defend the fruits of victory in the war. At this time, a group of senior generals of our party were gathering in Yan'an. They must quickly return to the front and implement the central decision.

Since Yan'an does not have modern means of transportation, it depends on horseback riding and walking from Yan'an to various places, at least one or two months, and as many as half a year, and you have to risk crossing enemy-occupied areas. How could the senior generals in Yan'an be sent to the front quickly and safely? Mao Zedong and Zhou Enlai thought of Yang Shangkun.

The journalists, who had no knowledge of the liberated areas, saw the very different situation in Yan'an and Chongqing and felt that the trip was worthwhile.

"Why do they think of Yang Shangkun? Things have to start from a year ago." Yang Chun, director of the Management Office of Yang Shangkun's hometown in Tongnan District, told a wonderful story: in 1944, the situation of World War II changed greatly, and the anti fascist front was reported frequently. Under pressure from various parties at home and abroad, the Kuomintang authorities allowed Chinese and foreign journalists to go to Yan'an and other places for interviews for the first time. The Political Bureau of the CPC Central Committee decided that Yang Shangkun, the former secretary of the Northern Bureau, should be specifically responsible for this important work. In the name of the outside world, he is the director of the Communication Department of the Shaanxi-Gansu-Ningxia Border Region Government.

Yang Shangkun seconded a group of outstanding cadres and translators to various agencies to assist in the work, and asked everyone to grasp the position of the nation, the people, and the party, as well as the five principles of initiative, truthfulness, honesty, modesty, and seriousness. In the reception, Chinese and foreign journalists should be treated equally, but the focus of work should be on foreign journalists, especially those who are hostile to communist ideas.

On June 9, 1944, the press team arrived in Yan'an. A few days later, Associated Press reporter Stein asked to meet with Mao alone. Yang Shangkun immediately made careful arrangements. On the day of the interview, the leader of the Kuomintang government found that Stein was not there and asked: "Our regiment has discipline and is not allowed to act alone." The communication department replied according to Yang Shangkun's statement: "We have the freedom of news interview in Yan'an. Stein asked for an interview, and of course we agreed. As for the discipline stipulated by your regiment, that's your business, and we don't want to make irresponsible remarks. If you think it is inappropriate, please negotiate with Stein." The answer left officials overseeing the journalists' actions speechless.

Later, the Times of London and many Chinese journalists also proposed to meet with Mao Zedong, Zhu de, Zhou Enlai, and so on. Yang Shangkun also met their requirements and organized Chinese and foreign journalists to visit organs, schools, and production departments in the border areas. meet with celebrities from all walks of life.

Journalists who had no knowledge of the liberated areas, seeing the completely different situations between Yan'an and Chongqing, felt that the trip was worthwhile. Even Father Xia Hannan, who had always been hostile to the communist ideology in the press corps, also believed that "the border area is good". The New York Times commented according to the report sent back by the reporter: "the army under the leadership of the Communist Party is mysterious to the outside world, but it is our valuable ally in the war against Japan. If we make proper use of them, we will certainly accelerate the victory."

"The fate of China is decided not by Chiang Kai-shek, but by them"

"Before the foreign journalists left, the US military observation group in Yan'an flew to Yan'an on July 22, 1944." Yang Chun introduced that the Central Committee has decided that Yang Shangkun will serve as the head of the Foreign Affairs Group of the Central Military Commission, and his external identity is the Secretary-General of the Central Military Commission, responsible for receiving the US military observation group.

Yang Shangkun resolutely implemented the spirit of the central government's instructions. He told everyone that we and the United States are anti-fascist allies and are politically equal. We must actively help them in our work and adhere to principles. The questions they raise are ours. For matters within the scope of authority, we must answer frankly and positively, do not evade, and exchange opinions openly, neither humble nor arrogant. In life, the foreign affairs team must be warm and thoughtful, give preferential treatment and care, but do what you can and do not waste. At the same time, we must make friends and establish friendship. The observation group is not short-term. It must communicate with our cadres and the masses and have extensive contacts. We must have a good sense of propriety, educate cadres and the masses to safeguard the dignity of the country and the nation, and remind each other. We must respect the customs and habits of our nation.

With the help of the foreign affairs team, more than 20 US military pilots rescued by the military and civilians in our liberated areas returned to the United States safely, and the two sides often organized some friendship activities. Due to the effective work of the foreign affairs group, the US military observation group has become an important channel for communication between the Communist Party of China and the US government. General Stilwell's political adviser Davis wrote in the report: "China's fate is not determined by Chiang Kai-shek, but by them (referring to the CCP)."

Three times to borrow the aircraft of the U.S. Army Observation Group to send our generals out of Yan'an.

The Anti-Japanese War had just ended, and the Central Committee of the Communist Party of China decided to send the generals of the base areas back to the front as quickly as possible. The central leadership immediately summoned Yang Shangkun and Ye Jianying. After serious consideration, they put forward a bold idea: to use the aircraft of the US military observation group to send our generals from Yan'an, and instructed Yang Shangkun and others to implement it.

Soon, Yang Shangkun organized a party in Yan'an and invited the U.S. military observation group to participate. Yang Shangkun said quietly to the person in charge of the U.S. military observation group: "We have a group of commanders who returned to Yan'an from the front line earlier and are now eager to return to Taihang Mountain. Time is tight, can you use your plane to send these commanders to the front line?" Unexpectedly, the person in charge of the U.S. military observation group agreed without hesitation.

On the morning of August 25, 1945, more than 20 comrades in charge of various war zones, including Liu Bocheng, Deng Xiaoping, Lin Biao, Chen Yi, Teng Daiyuan, Chen Geng, Xiao Jinguang, Yang Dezhi, Deng Hua, Chen Xilian, and Chen Zaodao, arrived at Changning Airport in Licheng County, Shanxi Province after more than four hours of flight. It takes at least more than a month to deliver the goods and it will be completed in half a day.

Yang Chun said that after that, under the specific arrangement of Yang Shangkun, our side used the US military observation group aircraft twice to send a group of senior cadres such as Nie Rongzhen, Luo Ruiqing, Xiao Ke, Liu Lantao, Zhang Wentian, Gao Gang, and Li Fuchun out of Yan'an to seize the opportunity and effectively promote the realization of the central strategic intention.

Serve wholeheartedly for the Party Central Committee and worked hard for 20 years.

Yang Chun introduced that since the autumn of 1945, Yang Shangkun was appointed as the director of the General Office of the Central Committee. Until 1965, Yang Shangkun served the Party Central Committee wholeheartedly and worked hard for 20 years. Yang Shangkun also led the adjustment and improvement of the working organization of the General Office of the Central Committee, and established an effective working mechanism for serving the Party Central Committee. Many rigorous and thorough institutional measures have been used today.

In this regard, Yang Shangkun himself is very humble. He said, if you want to say what has been built in these 20 years? There are some. This is mainly the result of the conscientious and hard work of the comrades below, and the credit cannot be credited to me alone. As for myself, I can only say that in the past 20 years, there have been no major problems in the work of the General Office. Isn't there a "listening" card that can be used as any kind of card to play mahjong? The job of the director of the general office is also "listening". You can do whatever the party needs you to do, which is "listening" to the "use" of the revolution ".

"To be a revolutionary 'listening and using'-this is the realm and mind of Comrade Yang Shangkun, the older generation of revolutionaries." Yang Chun said that we must learn from Comrade Yang Shangkun's strong party spirit of listening to the party's command and obeying the overall situation, thinking more about the working methods of good understanding, good work and good achievements, and the work style of being on the public all night and working hard without complaining, and be willing to be the party's "listening and using" and doing things. The party and the people are satisfied with the performance.
