Third session of npc standing committee closes in beijing

The third meeting of the Standing Committee of the 13th National People's Congress closed at the Great Hall of the People in Beijing on the afternoon of the 22nd. Chairman Li Zhanshu presided over the meeting.

169 members of the Standing Committee attended the meeting, and the number of participants was in accordance with the quorum.

The meeting voted and passed the decision of the Standing Committee of the National People's Congress on the responsibilities of the Constitution and Law Committee of the National People's Congress, and the decision on the exercise of maritime rights and law enforcement powers by the China Coast Guard.

The meeting voted and passed the resolution of the Standing Committee of the National People's Congress on approving the 2017 central final accounts and approved the 2017 central final accounts.

The meeting voted and approved the report of the Standing Committee of the National People's Congress on the qualifications of individual representatives.

The meeting voted to appoint Shi Yaobin as vice chairman of the NPC Financial and Economic Committee.

The meeting voted and approved the list of members of the fifth NPC Standing Committee's Basic Law Committee of the Hong Kong Special Administrative Region.

After a vote, Zhang Rongshun was removed from the post of deputy director of the Legislative Affairs Committee of the Standing Committee of the National People's Congress, and some members of the Basic Law Committee of the Macao Special Administrative Region of the fourth NPC Standing Committee were appointed and removed.

The meeting voted to remove Zou Jiayi from the post of member of the National Supervisory Committee; appoint Yang Wanming as the Vice President, Member of the Judicial Committee, and Judge of the Supreme People's Court; remove Shen Deyong from the post of Vice President, Member of the Judicial Committee, and Judge of the Supreme People's Court; remove Liu Jixing from the post of President of the Military Court of the Chinese People's Liberation Army, and appoint Liu Ligen as President of the Military Court of the Chinese People's Liberation, chen Guoqing was appointed deputy chief procurator of the Supreme people's Procuratorate; Li Xiaofeng was removed from the post of chief procurator of the military Procuratorate of the Chinese people's Liberation Army.

The meeting voted and passed the decision of the Standing Committee of the National People's Congress on accepting Zhang Rongshun's request to resign as a member of the Standing Committee of the National People's Congress.

The meeting also voted on other appointments and dismissals.

Vice Chairmen of the Standing Committee of the National People's Congress Wang Chen, Cao Jianming, Zhang Chunxian, Shen Yueyue, Ji Bingxuan, Ai Ligeng Yiming Bahai, Wan Exiang, Chen Zhu, Wang Dongming, Bai Ma Chilin, Ding Zhongli, Hao Mingjin, Cai Dafeng, Wu Weihua, Secretary General Yang Zhenwu attended the meeting.

State Councilor Wang Yong, President of the Supreme People's Court Zhou Qiang, Chief Procurator of the Supreme People's Procuratorate Zhang Jun, heads of the State Supervisory Commission, members of the special committees of the National People's Congress, heads of the standing committees of the people's congresses of provinces, autonomous regions, and municipalities directly under the Central Government, some NPC deputies, and heads of relevant departments attended the meeting as nonvoting delegates.

After the closing meeting, the Standing Committee of the 13th National People's Congress held the fifth lecture, which was presided over by Chairman Li Zhanshu. Li Gan, Minister of the Ministry of Ecology and Environment, gave a lecture entitled "Mobilizing the whole society to build a beautiful China under the guidance of Xi Jinping's thought of Ecological Civilization.
