1. agreed to the "Hebei Xiongan New Area Planning Outline" (hereinafter referred to as the "Xiongan Planning Outline"). The outline of the Xiongan Plan thoroughly implements Xi Jinping's thinking on socialism with Chinese characteristics in the new era, thoroughly implements the spirit of the 19th CPC National Congress and the second and third Plenary sessions of the 19th CPC Central Committee and the State Council, and resolutely implements the decision-making arrangements of the CPC Central Committee and the State Council. firmly establish and implement the new concept of development, closely follow the changes in the main contradictions of our society in the new era, and closely promote the overall layout of the "five in accordance with the overall layout of" four comprehensive "in coordination" in accordance with the requirements of high quality, focus on building a centralized bearing place for Beijing's non-capital functions, create "Xiongan quality" and become a national model for promoting high-quality development, build a new engine for a modern economic system, adhere to a world vision, international standards, Chinese characteristics, and high-point positioning. The establishment of Hebei Xiongan New area in 2. is a major decision and deployment made by the CPC Central Committee with Comrade Xi Jinping at the core to further promote the coordinated development of Beijing, Tianjin and Hebei, and is another new area of national significance after the Shenzhen Special Economic Zone and Shanghai Pudong New area. it is a millennium plan and a national event. Xiongan New area, as a centralized bearing place for Beijing's non-capital functions, forms a new two wings of Beijing with Beijing's urban sub-center, which is conducive to effectively alleviating Beijing's "big city disease" and exploring a new model for optimizing the development of densely populated areas; and taking the 2022 Beijing Winter Olympic Games and the Winter Paralympic Games as an opportunity to promote the construction of Zhangbei area to form Hebei two wings, which is conducive to speeding up the shortcomings of regional development and improving the quality and level. Under the guidance of the outline of the Xiongan Plan, we should promote the Xiongan New area to achieve a higher level, more efficient, fairer and more sustainable development, build it into a green ecological livable new urban area, an innovation-driven development leading area, a coordinated development demonstration area, and an open development pilot area, and strive to create an innovative development demonstration area that implements the new development concept.

3. scientific construction of urban spatial layout. Xiong'an New District implements group development, selects the junction area of Rongcheng and Anxin counties as the starting area to develop first and delineate a certain range of planning and construction start-up areas, and then steadily and orderly promote the construction of medium-term development areas when conditions are ripe, and delimit long-term control areas to reserve space for future development. It is necessary to adhere to the overall planning of urban and rural areas, balanced development, livability and industry, and form a "one main, five auxiliary, multi-node" urban and rural spatial layout. The starting area follows the trend, forming a spatial layout of "North City, Zhongyuan and Nandian. It is necessary to coordinate the three major spaces of production, life, and ecology, and build a spatial pattern of blue and green interweaving, density, and water city.
 

4. reasonably determine the size of the city. Adhere to the resource and environmental carrying capacity as a rigid constraint, and scientifically determine the development boundary, population size, land scale and development intensity of Xiong'an New Area. To adhere to ecological priority and green development, the proportion of blue and green space in xiong'an new area is stable at 70%, and the intensity of long-term development is controlled at 30%. To reasonably control the scale of land use, the starting area is 20 to 30 square kilometers, the starting area is about 100 square kilometers, and the medium-term development area is about 200 square kilometers. It is necessary to strictly abide by the red line of ecological protection, strictly control the boundaries of urban development, strictly protect permanent basic farmland, strengthen the full connection of various planning space control lines, and form a new pattern of urban and rural development with moderate scale, orderly space, and intensive land use.

Xiong'an New Area, as the centralized carrier of Beijing's non-capital function, should focus on undertaking Beijing's non-capital function and population transfer. We will establish an intelligent urban governance system, improve the operation system and mechanism of intelligent cities, create a digital identification system with full coverage, build an intelligent urban information management center that gathers urban data and manages and operates as a whole, and promote intelligent urban governance and intelligent allocation of public resources. Optimize and adjust the functions of the three counties of Xiongxian, Rongcheng, and Anxin, properly solve issues related to the vital interests of the people, such as land acquisition, house demolition, and employment placement, maintain the overall harmony and stability of the society, and create a good social atmosphere for the planning and construction of Xiongan New District And the public opinion environment, so that the people have more sense of happiness and gain.

It is necessary to take reform and opening up as the fundamental driving force for the development of Xiongan New area, sum up and absorb the experience and achievements of China's reform and opening up over the past 40 years, further emancipate the mind, have the courage to innovate, and explore new ways to promote high-quality development and build a modern economic system in the new era. The reform and innovation of systems and mechanisms that are in line with my country's future development direction, play an important demonstration and leading role in the country, and have an important impact on the economic and social development of the Xiongan New Area. New breakthroughs have been made in the indicator system, policy system, standard system, statistical system, performance evaluation and assessment system that promote high-quality development, form a batch of replicable and popularized experience to provide demonstration for the whole country.

XI. Shaping the characteristics of the city in the new era. It is necessary to adhere to the principle of conforming to nature, respecting the laws, building cities on the plains, combining Chinese and Western, focusing on Chinese, and blending ancient and modern times, so as to achieve density, green and low-carbon, and return to the original, so as to form a city style of Chinese style, scenic scenery and innovative fashion. It is necessary to carefully and rigorously design single buildings, pursue architectural art, and strengthen the planning, guidance and control of building volume, height, facade, color and other elements. XIII. Coordinated regional development. Xiongan New area should strengthen the integration and development with Beijing, Tianjin, Shijiazhuang, Baoding and other cities, and rationally divide labor with the central city of Beijing and the sub-center of Beijing to achieve dislocation development. In accordance with the requirements of networked layout, intelligent management, and integrated services, we should speed up the establishment of a rail and highway transportation network connecting Xiongan New area with Beijing-Tianjin and other surrounding cities, and Beijing's new airport, so as to build a fast and convenient transportation system. It is necessary to strengthen the control of Xiongan New area and its surrounding areas, delimit the scope of control and development boundaries, build green ecological barriers, unified planning and strict control, and promote coordinated regional development.

Fourteen, strengthen planning organization and implementation. Xiongan New area is a historical heritage left to future generations. To achieve success, it is not necessary to be in my spiritual realm, maintain historical patience, reasonably grasp the pace of development, work steadily, one crop after another, a blueprint to the end, and do a good job in the implementation of all work in the spirit of nailing. The "Xiongan Planning Outline" is the basic basis for the planning and construction of the Xiongan New Area. The seriousness and authority of the plan must be resolutely maintained and strictly implemented. No department or individual may modify or change it in violation of regulations. All relevant parties must effectively enhance their political awareness, overall awareness, core awareness, and alignment awareness, adhere to the grand historical view, and make every effort to promote the planning and construction of the Xiongan New Area.
