Party building activities funds shall not be granted personal subsidies
The Ministry of Finance, the Working Committee of the Central Organs, and the Working Committee of the Central State Organs have jointly issued the "Measures for the Management of Funds for Party Building Activities of the Primary Party Organizations of the Central and State Organs" (hereinafter referred to as the "Measures"). The "Measures" strictly stipulate the scope, standards and organization of party building activities. It is clear that the funds for party building activities are direct expenditures incurred by grassroots party organizations to carry out party building activities, and no personal subsidies of any form, including transportation subsidies and food subsidies, can be issued. To carry out party building activities, in order to give full play to the main role of party members, they must organize themselves, make full use of local conditions, and arrange collective travel as much as possible. To carry out party building activities outside the permanent residence, in principle, no more than once every two years, generally not by plane.
The relevant person in charge of the Department of Administration, Politics and Law of the Ministry of Finance said that the "Measures" have 7 chapters and 27 articles, which for the first time regulate the use of financial funds by grassroots party organizations of the central and state agencies to carry out party building activities. The Measures propose the establishment of a system for the preparation and approval of plans for party building activities to strengthen source control. The party building activity plan must be reported to the party group (party committee) meeting of the unit for approval, and reported to the work committee of the central government directly under the central government and the work committee of the central state agency for the record. The measures also make restrictive provisions on the content, location and meals of Party building activities.
