No force can stop the Chinese people from realizing their dreams.

During this period, the United States arbitrarily imposed tariffs on Chinese goods exported to the United States, which caused the Sino-US trade friction to escalate again, caused serious setbacks in the Sino-US economic and trade consultation process, and cast a shadow on the economic and trade relations between the two countries and even the world economic prospects. Regarding the trade war, China has long stated its attitude, "unwilling to fight, but not afraid to fight, and has to fight when necessary". In the great journey of national rejuvenation, the Chinese people's belief in safeguarding national interests and national dignity is highly consistent and their determination is as firm as a rock.

(I)

In the long-term economic and trade activities, the international community has formed a set of widely recognized rules. However, in the 21st century, there are still people who regard themselves as "privileged" beyond all rules ". The trade war provoked by the United States is a living example.

-- The United States is asking exorbitant prices, which is the direct cause of the escalation of trade frictions between China and the United States. Since last year, there have been 11 rounds of high-level economic and trade consultations between China and the United States. Although important progress has been made, it has also been repeated several times. The reason for this lies in the fact that the United States has been going back on its word and exerting pressure to the utmost, and the responsibility for the serious setback in the consultations lies entirely with the United States.

Throughout the 11 rounds of Sino-US economic and trade consultations, it is clear at a glance which is right and which is wrong. In May last year, China and the United States reached a consensus on economic and trade issues and issued a joint statement in Washington. However, ten days later, the United States openly violated the consensus of the two sides and tore up the agreement to provoke disputes again; the cancellation of all tariffs and trade procurement must be in line with reality. To improve the balance of texts, these three core issues of concern to China must be resolved. China did not, will not, and will not trade principles in the future. It is destined to be wishful thinking and strategic misjudgment of the United States to expect China to swallow the bitter fruit that harms its core interests.

-The US side's self-respect is the root cause of the escalation of Sino-US trade frictions. The United States implements the "America First" strategy and pursues unilateralism, trade protectionism, and trade bullying. The US side keeps saying that the huge US trade deficit with China is "unreasonable" as an excuse to provoke a trade war. As the world's number one economic power, the leader of the world financial system, and the main founder of world trade rules, the United States has long occupied an absolute advantage and has obtained huge benefits from countries around the world. Even so, it still doesn't satisfy some Americans. Under the banner of "America first", the United States promotes extreme pragmatism, frequently changes its face in international organizations and "retreats", becoming the biggest "unruly" in the international community; while constantly waving the stick of imposing tariffs, it tries to realize that the United States "dominates the family and the winner takes all". No one can accept such willful behavior and bullying!

Looking back at the history of world trade development, we can clearly see that only opening up can develop and cooperation can achieve win-win results. Unimpeded trade brings prosperity to the world economy, and the practice of provoking a trade war in disregard of the world's opposition is doomed to be unpopular.

The trade war will not defeat China, it will only make us grow strong through sharpening. "Thousands of hardships and thousands of blows are still strong, and the wind from east to west is from north to south." The trade war has an impact on China's economic development, but the overall impact is limited and controllable. In the past year, China has withstood the pressure of the trade war, the total volume of imports and exports has continued to increase, and the trade structure has been continuously optimized. In the first quarter of this year, China's economy grew by 6.4 per cent. In the World Economic Outlook report recently released by the International Monetary Fund, China is the only major economy that has been raised its growth forecast for this year.

The trade war will not take advantage of it, it will only make the United States harm others and not benefit itself. "A combination will benefit both, and a fight will hurt both". As an example, in 2018, net agricultural income in the United States fell by 12%, and the prices of soybeans, pork, dairy products and wheat fell precipitously, damaging the interests of consumers, farmers, entrepreneurs and other groups and the global industrial chain. According to statistics, since last year, the US economy has lost 7.8 billion US dollars due to foreign trade frictions. An increase of $68.8 billion a year is a sky-high bill for U.S. consumers and producers, and a reduction of 934000 jobs a year will be a heavy price to pay for a 25% tariff on $250 billion of Chinese goods and a tariff on imported steel and aluminum products.

The trade war is unpopular and will only increase uncertainty in the world. General Secretary Xi Jinping pointed out, "The sea of the world economy, whether you want it or not, is there and cannot be avoided." Sino-US economic and trade relations affect the two countries, but also affect the world. The US side's wanton imposition of tariffs is not only a problem with itself, but also a problem with the world. The United States wielding a big stick of trade protectionism will not only aggravate global market volatility, but also undermine investor confidence, and will further reduce market expectations. The head of the International Monetary Fund once described the current state of the world economy as uncertain, and listed trade issues as the world's biggest uncertainty; the World Trade Organization has lowered its 2019 global trade growth forecast from 3.7 percent to 2.6 percent, the lowest in three years; U.S. economic analysts have warned that once the U.S. provokes a full-scale trade war, the global economy could lose as much as $470 billion billion by 2020. These judgments are by no means alarmist!

"Don't listen to the sound of beating leaves through the forest, why not shout and walk slowly." In China, which has a history of more than 5000 years of civilization, what kind of storms have not been seen and what kind of ups and downs have not been experienced? In the face of high winds and rains, nearly 1.4 billion of the Chinese people have confidence and confidence.

China's confidence and strength come from the Chinese nation's indomitable spirit of struggle. This character has been integrated into the blood of the sons and daughters of China in the long years of change, and the more difficulties come, the more impressively and shines.

China's confidence and strength come from the solid foundation and strong potential energy accumulated in long-term development. China's economy from the founding of New China at the beginning of the poor, to the end of 2018 over the 90 trillion yuan mark; 70 years ago, we can not even build a tractor, a car, now has become the world's largest manufacturing country, and now we have stood at the door of a well-off society in an all-round way ...... This is a magnificent turn of the great nation, this is a brilliant achievement of the great people. Today, China has long been integrated into the sea of the world economy, and in the integration into the sea become the sea.

China's confidence and strength come from the resilience and vitality of the Chinese economy. A huge market of nearly 1.4 billion million people, a middle-income group of more than 0.4 billion people, the world's most complete industrial system, increasing scientific and technological innovation capabilities, abundant human capital, abundant land resources, a mature multilateral trading system, and the raging construction of the Belt and Road ...... All these have given China's economy strong resilience and vitality. In the first quarter of this year, China's economic operation achieved a "good start". Facts have proved that the fundamentals of China's economic development have not changed, the conditions of production factors supporting high-quality development have not changed, and the overall momentum of long-term economic stability and improvement has not changed.

China's confidence and strength come from an increasingly mature and confident national mentality. "If people are not confident, who can believe it? If people are not self-reliant, who can be strong?" Over the past year or so, the United States has been capricious, fully exposing its hypocritical nature. The news that this round of economic and trade consultations has been seriously frustrated has come. The objective and rational voices of Chinese netizens occupy the mainstream, and more and more people can look at the world and themselves rationally and objectively. Neither arrogant nor arrogant, nor arrogant, this kind of calm and calm, narrow road meeting more and more frustrated, let us be prepared for a comprehensive response-"talk, open the door; fight, accompany to the end".

Marx and Engels once predicted: "The more thoroughly the primitive closed state of various nations is eliminated due to the increasingly perfect production methods, exchanges, and the division of labor between different nations naturally formed due to exchanges, the more history will become world history." Economic globalization has promoted the flow of goods and capital, the progress of science and technology and civilization, and the exchanges between people of all countries. It has provided a strong driving force for the development of the world economy. What is the trend of the times? "Peace, development, cooperation, and win-win have become the trend of the times", "The body has entered the 21st century, and the head is still stuck in the old era of cold war thinking and zero-sum games". Today's world economy has already entered an era of integration in which you have me and I have you. Since the end of World War II, 13 economies in the world have achieved rapid growth for more than 25 years. Their common feature is opening up to the outside world and mutual benefit. Both China and the United States have clearly benefited from mutual economic and trade cooperation. In 2015, U. S.-China trade saved an average of $850 in costs per American household, equivalent to 1.5 percent of U.S. household income. Facts have proved that open commodity, service and capital markets are conducive to world economic growth and common prosperity of all countries.

What is the aspiration of the people? "Countries should promote the construction of a fair, reasonable and transparent system of international economic and trade rules". Just as crossroads cannot be without traffic lights, international economic and trade rules are inseparable from global trade. The current operating international economic and trade system and rules have been recognized and followed by most countries in the world. They are the cornerstone and stabilizer for the smooth development of international trade, and the United States has gained huge benefits from it. As international people have commented, "it is unpopular for the US government to undermine trade rules and make the global economy unstable."

What is the general trend? "China-US relations are related to the well-being of the two peoples, as well as world peace, prosperity and stability," and "cooperation is the best choice for both sides". The deep integration of China and the United States plays an important role in global economic stability and development. Now, there is a flight every 17 minutes between China and the United States. Cherry in Washington, Montana beef, Alaska sea fish and so on are served to Chinese tables. China's electric cars, shared bicycles and e-commerce platforms have also entered the daily life of the American people. China and the United States share extensive common interests and shoulder important responsibilities in dealing with climate change, quelling the flames of gunpowder, eradicating poverty and backwardness, safeguarding energy and resource security, preventing major infectious diseases, and combating international terrorism. Only when China and the United States meet each other in the opposite direction and solve problems with a rational and pragmatic attitude, can Sino-US economic and trade exchanges better benefit the people of the two countries and the people of the world.

Looking at the struggle for the great rejuvenation of the Chinese nation, the trade war provoked by the United States is only a snag in China's development process. No matter how the external situation changes, the most important thing for China is to strengthen its confidence and concentrate on its own affairs.

We must strengthen our determination, stand firm, and unswervingly move forward in the direction guided by the 19th CPC National Congress. To achieve the set goals, we must not only have the strategic determination of "flying through chaotic clouds and still be calm", but also have the enterprising spirit of "not being a hero without the Great Wall. This trade friction has made us more soberly aware that we have shortcomings in economic structure, development quality, and core technology. We must open the door, expand opening up, and unswervingly develop an open economy at a higher level. Living in the "global village" next to the world, the development of China today is no longer a peaceful "inland river", but a "world ocean current" that blends with the global economy ". "China's door to opening up will not be closed, it will only open wider and wider." We jointly build the "Belt and Road" to create a pragmatic cooperation platform, hold the CIIE to stimulate the potential of consumption upgrades, and build an international trade port to form a higher level of opening up. We will unswervingly promote economic globalization, support the multilateral trading system, open up diversified international markets, improve the quality and level of foreign trade, and promote the building of a community with a shared future for mankind. Over the past 40 years, China's economic development has been achieved under open conditions, and the future high-quality development of China's economy must also be carried out under more open conditions.

We must guard against risks, resolve challenges, and unswervingly safeguard the overall economic and social stability. The wise see the invisible, and the wise hear the silent. The current economic situation in my country is generally good, but the international environment and domestic conditions facing economic development are undergoing profound and complex changes. We must better coordinate the overall domestic and international situations, and coordinate the two major issues of development and security. We must not only fight a prepared battle to prevent and resist risks, but also fight a strategic and active battle to turn dangers into barbarians and turn crises into opportunities. We must balance the relationship between stable growth and risk prevention, and make great efforts to solve the problems of the people's vital interests ...... Only with the indomitable will to prevent and resolve major risks, can we turn the "ditch" and "ridge" into "time" and "potential", and spray out the powerful force of steady progress and steady improvement.
