Ladies and Gentlemen, Friends:

 

Paris in March, spring and Jingming, full of vitality. It gives me great pleasure to be invited to attend the closing ceremony of the China-France Global Governance Forum on the occasion of my visit to France. Yesterday, the participants held constructive dialogues and discussions on the topics of the forum, and achieved positive results in many aspects. First of all, I would like to express my sincere greetings to all the delegates! Congratulations on the success of the forum!

 

Yesterday, during my meeting with President Macron, I also had an in-depth exchange of views on global governance and reached important consensus. China and France are both important participants in global governance. They have broad political consensus and a solid foundation for cooperation on major issues such as maintaining world peace, security and stability, safeguarding multilateralism and free trade, and supporting the United Nations to play an active role. China and France adhere to mutual respect and trust, equal treatment, openness and inclusiveness, mutual benefit and win-win results, jointly safeguard the basic norms of international relations, jointly promote the improvement of global governance, and become an important force in maintaining world peace and stability and promoting the progress of human civilization. Just now, I held a four-party meeting with President Macron, Chancellor Merkel, and President Juncker. We conducted in-depth discussions on multilateralism and the development of China-EU strategic partnership and reached further consensus.

Two years ago, when I was speaking at the United Nations headquarters in Geneva, I asked the question "What is wrong with the world and what should we do. The world today is facing major changes unseen in a century. Peace and development are still the themes of the times. At the same time, instability and uncertainty are more prominent, and mankind faces many common challenges.

 

There is a French proverb that says, "Man's destiny is in his own hands. "In the face of severe global challenges and the choice of where to go at the crossroads of human development, all countries should have the spirit of taking the world as their own responsibility, actively be doers rather than watchers, and work together to control the future and destiny of mankind in their own hands.

 

First, adhere to fair and reasonable, solve the governance deficit. Global hotspot issues continue to emerge one after another, non-traditional security threats such as climate change, cyber security and the refugee crisis continue to spread, protectionism and unilateralism are on the rise, and the global governance system and multilateral mechanisms are being impacted. We must adhere to the concept of global governance based on extensive consultation, joint contribution and shared benefits, insist that global affairs are handled by the people of all countries through consultation, and actively promote the democratization of global governance rules. We should continue to hold high the banner of multilateralism of the United Nations, give full play to the constructive role of global and regional multilateral mechanisms such as the World Trade Organization, the International Monetary Fund, the World Bank, the G20 and the European Union, and jointly promote the building of a community with a shared future for mankind.

 

Second, we should adhere to mutual understanding and consultation to crack the trust deficit. Trust is the best glue in international relations. At present, the friction of international competition is on the rise, the color of geo-gaming is obviously aggravated, and the trust and cooperation of the international community are eroded. We should put mutual respect and trust ahead, make use of dialogue and consultation, persist in seeking common ground while reserving differences, gather and assimilate differences, and enhance strategic mutual trust and reduce mutual suspicion through frank and in-depth dialogue and communication. We must adhere to the correct concept of righteousness and benefit, put righteousness first, give consideration to righteousness and benefit, and build a global partnership with a common destiny. It is necessary to strengthen exchanges and dialogue among different civilizations, deepen mutual understanding and mutual recognition, and let people of all countries know each other, trust and respect each other. At present, cooperation is the mainstream in China-EU relations. Even if there is competition, it should be healthy competition. We need to trust each other and move forward side by side.

 

Third, we must work together to solve the peace deficit. The security environment in which mankind lives today is still worrying. Regional conflicts and local wars continue, terrorism is still rampant, and people in many countries, especially children, have been devastated by war. We should uphold the new security concept of common, comprehensive, cooperative and sustainable, abandon the cold war mentality and the old zero-sum game mentality, abandon the jungle law of the law of the jungle, seek peace through cooperation, promote security through cooperation, adhere to the peaceful settlement of disputes, oppose the use of force or the threat of force, oppose provoking incidents and intensifying contradictions for one's own selfish interests, and oppose beggar-thy-neighbor and harming others, to achieve lasting world peace.

 

Fourth, adhere to mutual benefit and win-win results, and solve the development deficit. Economic globalization is the engine of world economic growth. At present, the trend of anti-globalization is fermenting, the negative effects of protectionism are increasingly apparent, and the inequality of income distribution and the imbalance of development space have become the most prominent problems facing global economic governance. We must adhere to innovation-driven and create a dynamic growth model; adhere to coordination and linkage to create an open and win-win cooperation model; adhere to fairness and tolerance, and create a balanced and inclusive development model, so that people all over the world can share the fruits of economic globalization. China supports the necessary reform of the World Trade Organization to better build an open world economy, safeguard the multilateral trading system, and guide economic globalization to develop more healthily. The Belt and Road Initiative enriches the concept of international economic cooperation and the connotation of multilateralism, and provides an important way to promote world economic growth and achieve common development. We welcome all countries in the world, including France, to actively participate in building the Belt and Road.

sino-french friendship goes back to ancient times. This year marks the 55th anniversary of the establishment of diplomatic relations between China and France. The two countries have already carried out a lot of strategic cooperation, and there is still much room for cooperation. As French friends said, if you don't climb the Eiffel Tower, you won't see the most beautiful scenery in Paris. Under the new situation, we should look ahead, face the future and strengthen cooperation. We should deepen cooperation in traditional fields such as nuclear energy, aerospace, agriculture and food, health care and automobile manufacturing, accelerate cooperation in emerging fields such as green manufacturing, digital economy, artificial intelligence, financial services and sustainable urban development, strengthen cooperation on climate change, fully implement the Paris Agreement, and promote positive results of this year's UN climate summit for the well-being of the two peoples and peoples of all countries.
