Several Provisions on the Democratic Life Meeting of Party Members and Leading Cadres of Party and State Organs at or above the County level

Article 1 In order to implement the requirements for comprehensive and strict governance of the party, adhere to and improve the democratic life meeting system for party members and leading cadres of party and state organs at or above the county level, in accordance with the "Articles of the Communist Party of China" and "Several Guidelines on Political Life within the Party under the New Situation", "Regulations on Inner-Party Supervision of the Communist Party of China" and other relevant internal party regulations, formulate these regulations.

Article 2 The term "party members and leading cadres of party and state organs at or above the county level" as mentioned in these regulations refers to the standing committee members, working committee members, members of the party group (party committee) of the party committees and disciplinary inspection committees at or above the county level, as well as party members and leading cadres of various departments (including people's organizations) of the party and state organs at or above the county level.

Members of leading party groups (party committees) of economic organizations, cultural organizations, social organizations and other organizations shall implement these Provisions.

Article 3 The democratic life meeting is an important part of the political life within the party. It is an important way to promote inner-party democracy, strengthen inner-party supervision, and rely on the leadership team to resolve contradictions and problems. Adhere to and improve the democratic life meeting system, strengthen and standardize the political life within the party under the new situation, enhance the party's self-purification, self-improvement, self-innovation, and self-improvement capabilities, realize the party's correct leadership, maintain the party's unity and centralization, and guide Party members and leading cadres firmly establish political awareness, overall awareness, core awareness, and alignment awareness, consciously practice the requirements of "three stricts and three realities", and always be loyal and clean and responsible, has an important role.

Party members and leading cadres should also participate in the organizational life meeting of their party branch (party group) as ordinary party members, and live a dual organizational life.

Article 4 The Democratic Life Association shall follow the principle of "Unity-Criticism-Unity", implement the spirit of rectification, fully promote democracy, carry out active and healthy ideological struggles, and enhance the political, contemporary, principled, and fighting nature of political life within the party. Party members and leading cadres participating in the democratic life meeting should seriously carry out criticism and self-criticism, adhere to seeking truth from facts, stress party spirit, not personal feelings, truth, and face, and follow the requirements of "looking in the mirror, dressing properly, washing and bathing, and treating diseases." seriously put forward opinions and enthusiastically help comrades, so as to achieve the goal of unifying thinking, enhancing unity, mutual supervision, and common improvement.

Article 5 the theme of the democratic life meeting shall be determined by the party organization at a higher level, or by the leading group according to the actual situation of its own construction, and shall be submitted to the party organization at a higher level for approval.

Article 6 The Democratic Life Association shall focus on the theme, conduct comparative inspections on the following basic contents, and carry out criticism and self-criticism:

(I) abide by the party constitution, strengthen ideals and beliefs, implement the party's theoretical line, principles, policies and resolutions, implement the party's political discipline and political rules, and safeguard the authority of the party Central Committee.

(II) strengthen the self-building of the leadership team, implement democratic centralism, maintain the unity of the leadership team, strictly enforce the party's organizational life system, adhere to the correct employment orientation, and carry out criticism and self-criticism.

(III) the correct exercise of power, perform their duties, act actively, adhere to scientific decision-making, democratic decision-making, and decision-making in accordance with the law, and oppose privileges and fair use of power.

(IV) take the lead in practicing the core values of socialism, work hard, be honest and clean, abide by the law, pay attention to family, family education, family style, and educate and manage the situation of relatives and staff around them.

(V) implement the party's mass line, stand firm on the people's stand, improve leadership style, conduct in-depth investigations and studies, and keep close contact with the masses.

(VI) the implementation of the main responsibility and supervision responsibility of comprehensively and strictly administering the party, and strengthening the building of a clean and honest party style and anti-corruption work.

If the conversation is admonished, the rectification shall be explained.

Seventh democratic life will be held once a year, generally arranged in the fourth quarter. If it is necessary to advance or postpone the convening due to special circumstances, it shall be reported to the party organization at a higher level for approval.

The number of people attending the democratic life meeting must be more than 2/3 of the number of people who should attend the meeting.

Article 8: Where the leadership team encounters important or universal problems, major decision-making errors or improper handling of emergencies, important problems are discovered through disciplinary inspections, inspections, and audits, and cases of violations of discipline and law occur, they shall hold a special democratic life Meeting to analyze and rectify in a timely manner.

Article 9 To convene a democratic life meeting, a meeting plan shall be formulated, reported to the higher-level party organization for review 10 days in advance, and the following preparations shall be made:

The members of the (I) leadership team earnestly study the party constitution, party regulations, the party's innovative theories and related documents, improve their ideological understanding, and grasp the standard requirements.

The party committee (party group) or the party organization of the entrusted organization department or agency (II) solicit the opinions and suggestions of party members, cadres and the masses, and truthfully give feedback to the leadership team and its members. Members of the leadership team should explain to the organization the relevant issues that reflect themselves.

The members of the (III) leadership team have heart-to-heart talks with each other, exchange ideas, exchange opinions, and talk with the main person in charge of the unit in charge. They should also accept interviews with party members and cadres.

(IV), the leadership team wrote an outline of the inspection materials and individual speeches, investigated and laid out problems, analyzed the party spirit, and proposed corrective measures. The outline of an individual speech shall be written by himself and shall explain the relevant personal matters in accordance with the provisions.

Article 10 The democratic life meeting shall be presided over by the main person in charge of the leadership team and shall generally be conducted in accordance with the following procedures:

The (I) informed the implementation of the rectification measures of the last democratic life meeting and the solicitation of opinions of the democratic life meeting.

The main person in charge of the (II) made a comparative inspection on behalf of the leadership team.

The members of the (III) leadership team conducted a comparative examination one by one and made self-criticism, while other members criticized them.

The main person in charge of the (IV) summarizes the meeting situation and puts forward the requirements for rectification work.

Persons who are absent for some reason shall submit written statements. After the meeting, the meeting and critical comments to the absentee.

Article 11 the democratic life meeting should face the problems directly, and the leading cadres should explain clearly and thoroughly the outstanding problems existing in themselves at the meeting, carry out criticism and self-criticism, and clarify the direction of rectification and reform. Self-criticism should be linked to reality, aimed at problems and touched on ideas. Mutual criticism should point out problems openly and honestly and prevent work suggestions from replacing criticism. In dealing with criticism, we should correct it if we do not, and encourage it if we do not. We should not engage in unprincipled disputes or be friendly.

Specific opinions on criticism and self-criticism shall not be distributed at will.

Article 12 The persons attending the democratic life meeting shall be determined in accordance with the relevant provisions and the contents of the meeting. The attendees may speak and make criticisms or suggestions to the leadership team and its members.

Article 13 The Democratic Life Association shall effectively solve problems. For the problems that have been inspected and reflected, the leadership team and its members shall formulate rectification measures, determine rectification goals and completion time limits. Special efforts should be made to deal with outstanding problems that are strongly reflected by the masses. If the party organization at a higher level needs help to solve the problem, it shall report to the party organization at a higher level in a timely manner. Reflecting the disciplinary violations of the members of the leadership team, the party's discipline inspection organs to deal.

Article 14 If the party organization fails to study and solve the important problems raised at the democratic life meeting in time and report to the party organization at a higher level, the principal responsible person shall be investigated for responsibility; if serious consequences are caused, they shall be dealt with seriously in accordance with discipline and regulations.

Article 15 within 15 days after the end of the democratic life meeting, the report and minutes of the meeting shall be submitted to the party organization at a higher level, and to the discipline inspection commission at a higher level and the organizational department of the party committee. The main contents of the report are the situation of soliciting opinions, carrying out criticism and self-criticism, checking and reflecting the main problems and rectification measures. The Organization Department of the Central Committee and the Central Commission for Discipline Inspection will form a comprehensive report on the situation of democratic life meetings held by provincial and ministerial units and report it to the Party Central Committee.

The convening of the democratic life meeting shall be notified to the lower-level party organization or the unit. measures for rectification and correction of problems of general concern to the masses shall be publicized in an appropriate manner.

Article 16 The Political Bureau of the Central Committee shall take the lead in holding democratic life meetings. Party committees (party groups) at all levels perform the leadership responsibility of organizing democratic life meetings. Party organizations at higher levels shall supervise, inspect and guide the democratic life meetings held by lower-level units by sending supervision groups and sending people to attend as nonvoting delegates, and the specific work shall be the responsibility of the organizational departments in conjunction with the discipline inspection organs. With regard to the leading bodies with outstanding problems, the principal responsible persons of the party organizations at higher levels should personally intervene, send effective responsible persons to attend the democratic life meeting as nonvoting delegates, seriously point out the problems, analyze the causes in depth, and earnestly help solve them. The working committee of the party organs participates in the supervision, inspection and guidance of the democratic life meeting held by the organs directly under the same level. The Party Central Committee is mainly responsible for supervising, inspecting and guiding the democratic life meetings held by provincial and ministerial units.

Article 17 The heads of higher-level party organizations, disciplinary inspection agencies, and organizational departments shall randomly participate in the democratic life meetings held by a certain number of lower-level units every year to understand the situation, provide guidance, and correct problems in a timely manner. Disciplinary inspection agencies and organization departments sent people to attend democratic life meetings held by units at the next level.

Article 18 The implementation of the democratic life meeting system shall be included in the assessment content of the leadership team and its members to perform the responsibility of comprehensively and strictly governing the party, as an important basis for the assessment and evaluation of the leadership team. Those who do not hold democratic life meetings in accordance with the regulations should be seriously pointed out and rectified within a time limit. Those who go through the scene should be ordered to reconvene, and criticism should be notified within a certain range. If the circumstances are serious, the main person in charge should be held accountable. Party members and leading cadres who do not participate in democratic life meetings without justifiable reasons shall be given serious criticism and education.

Article 19 the democratic life meetings of leading cadres of grass-roots party organizations such as party organizations in state-owned enterprises, party organizations in institutions of higher learning, and township party committees shall be implemented with reference to these provisions.

Article 20 The democratic life meeting system of the party organizations of the Chinese People's Liberation Army and the Chinese People's Armed Police Force shall be stipulated by the Central Military Commission with reference to these regulations.

Article 21 The Central Organization Department shall be responsible for the interpretation of these Provisions.

Article 22 The present Provisions shall come into force as of December 23, 2016. On May 25, 1990, the "Several Provisions on the Democratic Life Association of Party Members and Leading Cadres of Party and State Organs at or Above the County" issued by the Central Committee of the Communist Party of China was repealed at the same time.
