The Central Office issued the "On the implementation of the national supervision system reform pilot program in all parts of the country"

Recently, the General Office of the Central Committee of the Communist Party of China issued the ''Regarding the Pilot Program for the Reform of the National Supervision System Across the Country'', deploying the exploration and practice of deepening the reform of the national supervision system across the country, and completing the establishment of the provincial, city, and county three-level supervision committees. The "Plan" emphasizes that the 19th National Congress of the Communist Party of China has made major decisions and arrangements for deepening the reform of the national supervision system. On the basis of summing up the experience of the reform pilot work in Beijing, Shanxi Province, and Zhejiang Province, launching the reform pilot projects throughout the country is a major strategic measure to implement the spirit of the 19th National Congress of the Communist Party of China and promote the comprehensive and strict governance of the party to in-depth development. It is of great significance to improve the national supervision system with Chinese characteristics and strengthen the self-supervision of the party and the state. At the provincial, municipal, and county people's congresses to be held at the end of this year and early next year, three-level supervisory committees will be formed to closely link the reform with the change of local people's congresses, which is conducive to speeding up the pace of reform and ensuring the orderly and in-depth progress of reform.

The plan points out that the CPC Central Committee has decided that Beijing, Shanxi and Zhejiang provinces will continue to deepen the pilot reform, and other 28 provinces (autonomous regions and municipalities directly under the central government) will set up provincial, municipal and county supervisory committees to integrate anti-corruption resources, complete the transfer of relevant institutions, functions and personnel, clarify the functions and responsibilities of the supervisory committee, and give them the authority and means to punish corruption and investigate job-related crimes, establish a coordination mechanism with law enforcement agencies and judicial agencies.

The "Plan" requires that the Party's centralized and unified leadership over the pilot work should be strengthened. Party organizations at all levels in the pilot areas should assume the main responsibility. The party committees of the pilot provinces (autonomous regions and municipalities directly under the Central Government) bear the overall responsibility for the pilot work, and set up a pilot working group for deepening the reform of the supervision system, headed by the secretary of the party committee. The commission for discipline inspection in the pilot areas should make careful planning and solid progress, and do a good job in the organization and implementation of the pilot program. All relevant units should perform their respective duties, coordinate and cooperate to ensure that the pilot tasks are completed on schedule.
