The State Council on Issuing the Action Plan for Energy Conservation and Carbon Reduction in 2024-2025


Energy saving and carbon reduction is an important measure to actively and steadily promote carbon neutrality, comprehensively promote the construction of a beautiful China, and promote the comprehensive green transformation of economic and social development. In order to increase the promotion of energy conservation and carbon reduction, take practical and effective measures, and do our best to complete the "14th Five-Year Plan" energy conservation and carbon reduction binding targets, this plan is formulated.

 

General 1. requirements


Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the Party's 20th National Congress, fully implement Xi Jinping's economic thinking and Xi Jinping's ecological civilization thinking, adhere to the general tone of seeking progress while maintaining stability, and implement the new development concept completely, accurately and comprehensively, Consistently adhere to the policy of giving priority to conservation, improve the total energy consumption and intensity control, focus on controlling fossil energy consumption, and strengthen carbon emission intensity management, we will implement special actions for energy conservation and carbon reduction by field and industry, do a good job in energy conservation and carbon reduction at a higher level and with higher quality, give better play to the economic, social and ecological benefits of energy conservation and carbon reduction, and lay a solid foundation for achieving the goal of carbon neutrality.
In 2024, energy consumption and carbon dioxide emissions per unit of GDP will be reduced by about 2.5 per cent and 3.9 per cent, respectively, energy consumption per unit of added value of industries above scale will be reduced by about 3.5 per cent, and non-fossil energy consumption will account for about 18.9 per cent. Energy conservation and carbon reduction in key areas and industries will result in energy conservation and carbon reduction of about 50 million tons of standard coal and carbon dioxide reduction of about 0.13 billion tons.
In 2025, the consumption of non-fossil energy will account for about 20%, and the energy-saving and carbon-reducing transformation of key areas and industries will result in an energy-saving amount of about 50 million tons of standard coal and an emission reduction of about 0.13 billion tons of carbon dioxide. We will do our best to complete the "14th Five-Year Plan" energy-saving and carbon-reduction Constraint targets.
 



2. key tasks


(I) fossil energy consumption reduction substitution action
1. Strictly and reasonably control coal consumption. We will strengthen the clean and efficient utilization of coal, promote the transformation and construction of low-carbon coal power, and promote the "three-change linkage" of energy-saving and carbon-reducing transformation, flexibility transformation and heating transformation of coal power ". Strictly implement the total amount of coal consumption control in key areas of air pollution prevention and control, focus on reducing non-power coal, and continue to promote the integration of coal-fired boilers, the replacement of clean energy in industrial kilns and the treatment of bulk coal. New and expanded coal projects in key areas of air pollution prevention and control shall be replaced by equal or reduced amounts of coal in accordance with the law. Reasonably control the scale of semi-coke (blue carbon) industry. By the end of 2025, the bulk coal in the plains of key areas for air pollution prevention and control will be basically cleared, and coal-fired boilers and various coal-fired facilities of 35 steam tons/hour and below will be basically eliminated.
2. Optimize the structure of oil and gas consumption. Rational regulation of oil consumption, the promotion of advanced bio-liquid fuels, sustainable aviation fuel. Accelerate the large-scale development of unconventional oil and gas resources such as shale oil (gas), coalbed methane and tight oil (gas). Guide natural gas consumption in an orderly manner, and give priority to ensuring residents' lives and clean heating in northern areas. Except for the existing self-provided units of petrochemical enterprises, high-sulfur petroleum coke shall not be used as fuel.
(II) non-fossil energy consumption promotion action
1. Increase the development of non-fossil energy. Accelerate the construction of large-scale wind power photovoltaic bases focusing on deserts, Gobi and deserts. Rational and orderly development of offshore wind power, promote the large-scale development and utilization of ocean energy, and promote the development and utilization of distributed new energy. Orderly construction of large hydropower bases, actively safe and orderly development of nuclear power, the development of biomass energy according to local conditions, and overall promotion of hydrogen energy development. By the end of 2025, the proportion of non-fossil energy power generation in the country will reach about 39%.
2. Improve the capacity of renewable energy consumption. Accelerate the construction of large-scale wind power photovoltaic base transmission channel, enhance cross-provincial cross-regional transmission capacity. Speed up the transformation of the distribution network and improve the carrying capacity of distributed new energy. Actively develop pumped storage and new energy storage. Vigorously develop new technologies and new models such as microgrids, virtual power plants, and vehicle-network interaction. By the end of 2025, the installed capacity of pumped storage and new energy storage in the country will exceed 62 million kilowatts and 40 million kilowatts respectively. The demand response capacity of each region should generally reach 3%-5% of the maximum electricity load, and the regional demand response capacity with an annual peak-valley difference rate of more than 40% should reach more than 5% of the maximum electricity load.
3. Promote non-fossil energy consumption. Scientifically and rationally determine the scale of new energy development. Under the premise of ensuring economic efficiency, the utilization rate of new energy in areas with better resource conditions can be reduced to 90%. In the first three years of the "14th Five-Year Plan", areas with lagging progress in energy conservation and carbon reduction indicators should implement non-fossil energy consumption commitments for new projects, and the proportion of non-fossil energy consumption for new high-energy-consuming projects in the second two years of the "14th Five-Year Plan" shall not be less than 20%, and local governments are encouraged to increase the proportion requirements in combination with actual conditions. Strengthen the transaction of renewable energy green power certificate (hereinafter referred to as green certificate) and the policy of energy conservation and carbon reduction, and achieve full coverage of green certificate issuance by the end of 2024.
Energy Saving and Carbon Reduction Action in (III) Iron and Steel Industry
1. Strengthen the regulation of steel production capacity. Strictly implement the replacement of steel production capacity, strictly prohibit new steel production capacity in the name of mechanical processing, casting, ferroalloy, etc., and strictly prevent the resurgence of "ground steel" production capacity. Crude steel production regulation will continue to be implemented in 2024. In the areas where the completion of energy conservation and carbon reduction targets in the first three years of the 14th Five-Year Plan lags behind, in principle, no new steel production capacity shall be added in the second two years of the 14th Five-Year Plan. New and expanded steel smelting projects must meet the energy efficiency benchmark level and environmental performance A level.
2. Deeply adjust the structure of steel products. Vigorously develop high-end steel products such as high-performance special steel, and strictly control the export of low value-added basic raw materials. The implementation of steel, coking, sintering integrated layout, significantly reduce the independent coking, sintering and hot rolling enterprises and processes. Vigorously promote the recycling of scrap steel and support the development of short-process steelmaking in electric furnaces. By the end of 2025, the proportion of electric furnace steel production in the total crude steel production will strive to increase to 15%, and the utilization of scrap steel will reach 0.3 billion tons.
3. Accelerate the transformation of energy saving and carbon reduction in the iron and steel industry. Promote the comprehensive utilization of blast furnace top gas, coke oven gas waste heat, low-grade waste heat, and promote the connection technology of processes such as hot metal in a tank to the bottom and hot charge and hot delivery of cast billets. Strengthen the demonstration and application of low-carbon smelting technologies such as hydrogen metallurgy. By the end of 2025, the proportion of production capacity above the energy efficiency benchmark level in the iron and steel industry will reach 30%, the production capacity below the energy efficiency benchmark level will be technically transformed or eliminated, and more than 80% of the national iron and steel production capacity will be transformed into ultra-low emission. Compared with 2023, the comprehensive energy consumption per ton of steel will be reduced by about 2%, and the self-generation rate of waste heat and pressure will be increased by more than 3 percentage points. From 2024 to 2025, the iron and steel industry will save about 20 million tons of standard coal and reduce carbon dioxide emissions by about 53 million tons.
Energy Saving and Carbon Reduction Action in (IV) Petrochemical and Chemical Industry
1. Strict petrochemical and chemical industry policy requirements. Strengthen the rigid constraints on the planning and layout of the petrochemical industry. Strictly control the new production capacity of oil refining, calcium carbide, ammonium phosphate, yellow phosphorus and other industries, prohibit the new production capacity of polyvinyl chloride and vinyl chloride with mercury, and strictly control the scale of new delayed coking production. New and expanded petrochemical and chemical projects must meet the energy efficiency benchmark level and environmental performance A level, and the capacity used for replacement must be shut down and dismantled in a timely manner as required. Complete elimination of 2 million tons/year and below the atmospheric and vacuum distillation device. By the end of 2025, the country's primary crude oil processing capacity will be controlled within 1 billion tons.
2. Accelerate the energy-saving and carbon-reducing transformation of the petrochemical and chemical industries. Implement energy system optimization, strengthen the recovery and utilization of high-pressure and low-pressure steam, purge gas, waste heat and pressure, and promote energy-saving equipment such as large-scale high-efficiency compressors and advanced gasifier. By the end of 2025, the oil refining, ethylene, synthetic ammonia, calcium carbide industry energy efficiency benchmark level above the capacity accounted for more than 30%, the energy efficiency benchmark level below the capacity to complete the technical transformation or elimination of exit. In 2024-2025, the petrochemical and chemical industry will save about 40 million tons of standard coal and reduce carbon dioxide emissions by about 0.11 billion tons.
3. Promote petrochemical chemical process reengineering. Accelerate the promotion of a new generation of ion membrane electrolyzers and other advanced processes. We will vigorously promote the substitution of renewable energy, encourage the research and development and application of hydrogen production technology from renewable energy, support the construction of green hydrogen refining projects, and gradually reduce the consumption of hydrogen from coal in the industry. Orderly promote steam drive to electric drive, encourage large petrochemical chemical parks to explore the use of nuclear energy for steam heating.
Energy Saving and Carbon Reduction Action of Non-ferrous Metals Industry in (V)
1. Optimize the layout of non-ferrous metal production capacity. Strict implementation of electrolytic aluminum production capacity replacement, strict control of copper, alumina and other smelting new capacity, reasonable layout of silicon, lithium, magnesium and other industries new capacity. Vigorously develop the recycled metal industry. By the end of 2025, the proportion of recycled metal supply will reach more than 24%, and the proportion of aluminum water direct alloying will increase to more than 90%.
2. Strict access to new non-ferrous metal projects. New and expanded electrolytic aluminum projects must reach the energy efficiency benchmark level and environmental performance A level, and the energy efficiency of new and expanded alumina projects must reach the advanced value of the mandatory energy consumption quota standard. The energy efficiency of the new polysilicon and lithium battery positive and negative projects must reach the advanced level of the industry.
3. Promote the energy-saving and carbon-reducing transformation of the non-ferrous metal industry. Promote advanced technologies such as efficient and stable aluminum electrolysis, continuous blowing of copper matte, vertical reduction of magnesium, and large-scale submerged arc furnace silicon production, and accelerate the energy-saving and carbon-reducing transformation of the non-ferrous metal industry. By the end of 2025, the proportion of production capacity above the benchmark level of energy efficiency in the electrolytic aluminum industry will reach 30%, and the proportion of renewable energy use will reach more than 25%; the proportion of production capacity above the benchmark level of energy efficiency in copper, lead and zinc smelting will reach 50%; and the production capacity below the benchmark level of energy efficiency in the non-ferrous metal industry will complete technological transformation or be eliminated. In 2024-2025, the non-ferrous metals industry will save about 5 million tons of standard coal and reduce carbon dioxide emissions by about 13 million tons.
(VI) building materials industry energy saving and carbon reduction action
1. Strengthen the regulation and control of production capacity in the building materials industry. Strict implementation of cement, flat glass production capacity replacement. Strengthen the monitoring and early warning of production in the building materials industry, and promote the normalization of cement peak production. Encourage the comprehensive utilization of tailings, waste rock, waste residue, industrial by-product gypsum, etc. By the end of 2025, the national cement clinker production capacity will be controlled at about 1.8 billion tons.
2. Strict access to new building materials projects. New construction, renovation and expansion of cement, ceramics and flat glass projects must meet the energy efficiency benchmark level and environmental performance A level. Vigorously develop green building materials, promote the production of basic raw materials, wall insulation materials light and decoration materials assembly. By the end of 2025, the cement and ceramic industry energy efficiency benchmark level above the production capacity accounted for 30%, flat glass industry energy efficiency benchmark level above the production capacity accounted for 20%, building materials industry energy efficiency benchmark level below the production capacity to complete technical transformation or elimination of exit.
3. Promote the transformation of energy saving and carbon reduction in the building materials industry. Optimize the energy structure of the building materials industry and promote the electrification of coal. Accelerate the replacement of cement raw materials and improve the level of resource utilization of industrial solid waste. Promote energy-saving processes and equipment such as float glass kiln multi-line, ceramic dry powder, low-resistance cyclone preheater, and high-efficiency grate cooler. By the end of 2025, about 50% of cement clinker production capacity in key areas of air pollution prevention and control will complete ultra-low emission transformation. In 2024-2025, the energy-saving and carbon-reducing transformation of the building materials industry will result in an energy-saving amount of about 10 million tons of standard coal and an emission reduction of about 26 million tons of carbon dioxide.
(VII) building energy saving and carbon reduction action
1. Accelerate the transformation of construction methods. Strictly implement mandatory standards for building energy conservation and carbon reduction, strengthen green design and construction management, and develop and promote new building materials and advanced technologies. Vigorously develop assembly buildings, actively promote intelligent construction, and accelerate the construction of building photovoltaic integration. Promote clean heating in the northern region according to local conditions, and promote the large-scale development of waste heat heating. By the end of 2025, new buildings in cities and towns will fully implement the green building standards, the photovoltaic coverage rate of the roofs of new public institution buildings and new factory buildings will strive to reach 50%, and the renewable energy replacement rate of urban buildings will reach 8%. New ultra-low energy consumption buildings and near zero energy consumption The building area has increased by more than 20 million square meters compared with 2023.
2. Promote the transformation of stock buildings. Implement policies related to large-scale equipment renewal, combined with urban renewal actions, old community renovation and other work, promote heat pump units, radiators, chillers, exterior windows (curtain walls), exterior walls (roofs) insulation, lighting equipment, elevators, and old ones Renewal and upgrading of heating pipe networks will accelerate building energy-saving transformation. To speed up the transformation of heating metering and charging according to heat, all regions should clearly quantify the target and the transformation time limit in combination with the actual situation. Implementation of energy-saving doors and windows to promote action. By the end of 2025, the area of energy-saving renovation of existing buildings will increase by more than 0.2 billion square meters compared with 2023, the heat loss of urban heating network will be reduced by about 2 percentage points compared with 2020, and the energy-saving rate of residential buildings and public buildings after renovation will be increased by 30% and 20% respectively.
3. Strengthen the management of building operation. Carry out supervision and inspection of energy efficiency of public buildings and residential buildings in batches. The establishment of public building operation adjustment system, strict public building indoor temperature control. Explore and promote the intelligent group control technology of electrical equipment in large public buildings, and rationally allocate the power load.
(VIII) transport energy saving and carbon reduction action
1. Promote the construction of low-carbon transportation infrastructure. Improve the electrification level of energy-using stations, railways, airports, etc., promote the new energy of non-road mobile machinery, and accelerate the matching and transformation of domestic transport ships and port and port electrical facilities. Encourage the construction of photovoltaic power generation facilities along the transportation hub stations and road networks. Strengthen the construction of charging infrastructure. Develop urban rail transit and bus rapid transit systems according to local conditions, and accelerate the continuous network of bus lanes. Perfect city slow system.
2. Promote the low-carbon transformation of transportation equipment. Speed up the elimination of old motor vehicles, improve the operating vehicle energy consumption limit access standards. Gradually lift restrictions on the purchase of new energy vehicles everywhere. Implement support policies such as facilitating the passage of new energy vehicles. Promote the electrification of vehicles in the public sector, promote new energy medium and heavy trucks in an orderly manner, and develop zero-emission freight fleets. We will promote the scrapping and renewal of old transport ships, and promote the pilot project of electrification of coastal inland river ships. By the end of 2025, the carbon dioxide emission intensity of the transportation sector will be reduced by 5% compared with 2020.
3. Optimize the transportation structure. We will promote the construction of port collection and distribution railways, logistics parks and special railway lines for large industrial and mining enterprises, and promote the "revolution to rail" and "revolution to water" for medium and long-distance transportation of bulk goods and containers ". Accelerate the development of multimodal transport and promote clean transportation in key industries. Implementation of urban public transport priority development strategy. Accelerate the development of green, low-carbon, intensive and efficient urban freight distribution. By the end of 2025, railway and waterway freight volume will increase by 10% and 12% respectively compared with 2020, and the comprehensive energy consumption of railway unit conversion turnover will be reduced by 4.5 compared with 2020.
(IX) public institutions to save energy and reduce carbon
1. Strengthen the management of energy conservation and carbon reduction in public institutions. Strictly implement the evaluation and assessment of the energy-saving target responsibility of public institutions, and explore the energy consumption quota budget system. The administrative departments of government affairs at all levels shall report the results of the evaluation and assessment of the energy-saving target responsibility of the organs to the people's governments at the same level every year. By the end of 2025, the energy consumption per unit building area, carbon emissions per unit building area and per capita comprehensive energy consumption of public institutions will be reduced by 5%, 7% and 6% respectively compared with 2020.
2. Implement energy saving and carbon reduction transformation of public institutions. Implement energy-saving and carbon-reducing transformation of public institutions and update list management of energy-using equipment. Promote the replacement of coal reduction and accelerate the elimination of old diesel official vehicles. By the end of 2025, the proportion of coal consumption in public institutions will drop to less than 13%, and the central and state agencies will add boilers, power distribution, elevators, heating, cooling and other key energy-using equipment with advanced energy efficiency to 80%.
Energy-saving and carbon-reducing actions for (X) energy-using products and equipment
1. Speed up the upgrading of equipment and facilities for energy-using products. Dynamically update the advanced level of energy efficiency, energy saving level and access level of key energy-using products and equipment, promote the upgrading of key energy-using equipment, and accelerate the energy-saving and carbon-reducing transformation of data centers. Compared with 2021, the average operating thermal efficiency of industrial boilers and power station boilers will increase by more than 5 percentage points and 0.5 percentage points respectively in 2025, and the proportion of high-efficiency and energy-saving motors and high-efficiency and energy-saving transformers in operation will increase by more than 5 percentage points and 10 percentage points respectively. The proportion of high-efficiency and energy-saving products in industrial and commercial refrigeration equipment, household refrigeration equipment and general lighting equipment will reach 40%, 60% and 50% respectively.
2. Strengthen the recycling of waste products and equipment. We will speed up the construction of a recycling system for waste materials and strengthen the docking of supply and demand for the recycling and disposal of waste products and equipment. Carry out the enterprise recovery target responsibility system action. Strengthen the recycling of industrial equipment, information and communication, wind power photovoltaic, power battery, etc. Establish basic databases for consumption of important resources, recycling, treatment and disposal, and consumption of renewable raw materials.




































 

3. management mechanism


(I) strengthen energy saving and carbon reduction target responsibility and evaluation assessment. We will implement policies such as the non-inclusion of raw material energy and non-fossil energy in the regulation and control of total energy consumption and intensity, and refine and decompose the targets and tasks of energy conservation and carbon reduction in various regions, key areas and key industries. Strict implementation of energy-saving target responsibility assessment, overall assessment of energy-saving renovation and non-fossil energy consumption. We will strengthen the analysis of the situation of energy conservation and carbon reduction, implement reminders and early warnings of energy consumption intensity reduction, and strengthen the assessment of progress in reducing carbon emission intensity. Strengthen the assessment of energy conservation and carbon reduction targets in the business performance assessment of the heads of central enterprises.
(II) strict energy-saving review and EIA approval of fixed asset investment projects. We should strengthen the source control of energy conservation review, give full play to the traction role of energy consumption, emission and technology standards, and resolutely curb the blind launch of high energy consumption, high emission and low level projects. Establish a mechanism for dynamic adjustment of energy-saving review authority for major projects, study the collection of energy-saving review authority for major projects in individual key industries according to the mechanism, and strengthen the supervision of energy-saving review after the event. Incorporate the relevant requirements of carbon emission evaluation into the energy conservation review of fixed asset investment projects, and carry out a comprehensive evaluation of the project's energy consumption and carbon emissions. Strictly implement the environmental impact assessment system for construction projects, and carry out environmental impact assessments of greenhouse gas emissions from construction projects in key industries. The environmental impact assessment of major energy projects shall be carried out in accordance with the law.
(III) strengthen the management of energy conservation and carbon reduction in key energy-using units. Establish energy-saving management files for key energy-consuming units, strengthen the submission and review of energy utilization reports, and improve the construction and operation of energy consumption online monitoring systems. Carry out energy efficiency diagnosis in key areas, establish and improve the reserve list of energy-saving and carbon-reducing transformation and energy-using equipment renewal projects. The weight of renewable energy power consumption responsibility is decomposed into key energy-using units. The implementation of key energy-using units of fossil energy consumption budget management, the excess of the budget through the purchase of green electricity green certificate to offset.
(IV) increase energy conservation monitoring. We will speed up the improvement of the energy-saving supervision system at the provincial, municipal and county levels, make overall use of comprehensive administrative law enforcement, market supervision and law enforcement, special equipment supervision, credit management and other means, and strengthen the supervision and inspection of the implementation of energy-saving laws, regulations, policies and standards. By the end of 2024, all regions will have completed energy-saving supervision of more than 60% of key energy-consuming units; by the end of 2025, full coverage of energy-saving supervision of key energy-consuming units will be achieved.
(V) strengthen energy consumption and carbon emissions statistics. Establish a statistical bulletin system for energy consumption and carbon emissions that is compatible with the management of energy conservation and carbon reduction targets to improve data accuracy and timeliness. Actively carry out monitoring and analysis of energy consumption and carbon emissions based on electricity and carbon market data.
 





4. support guarantee


(I) sound system standards. Promote the revision of the Energy Conservation Law, timely improve the energy-saving review methods for fixed asset investment projects, energy-saving management methods for key energy-consuming units, and energy-saving supervision methods, strengthen incentives and constraints, and implement full-chain management of energy consumption. Improve the national carbon market regulatory system. Combining the promotion of large-scale equipment renewal and consumer goods trade-in, benchmarking domestic and international advanced levels, accelerating the revision of mandatory energy-saving standards, and expanding the coverage of standards. According to the energy efficiency of relevant industries and products and equipment, the energy efficiency of the first 5%, the first 20%, the first 80% level, set the energy-saving standard level 1, level 2, level 3 (or level 5) indicators.
(II) improve the price policy. We will implement the electricity price for coal power capacity, deepen the market-oriented reform of new energy feed-in tariffs, and study and improve the energy storage price mechanism. It is strictly forbidden to implement electricity price concessions for high energy-consuming industries. Strengthen the coordination of price policy, industrial policy and environmental protection policy, comprehensively consider the level of energy consumption and environmental protection performance, and improve the tiered electricity price system for high energy-consuming industries. Deepen the reform of heating metering and charging, and implement two heating prices in an orderly manner.
(III) increased financial support. Give full play to the amplification effect of government investment, actively support energy-saving and carbon-reducing transformation and energy-using equipment renewal, and promote the expansion of effective investment. Encourage all regions to support energy-saving and carbon-reducing transformation, energy-using equipment renewal, and energy and carbon emission statistical accounting capacity improvement through existing funding channels. Implement fiscal and tax policies that are conducive to energy conservation and carbon reduction. Give full play to the role of green finance and guide financial institutions to provide financial support for energy conservation and carbon reduction projects in accordance with the principle of market-oriented rule of law.
(IV) strengthen scientific and technological leadership. Give full play to the role of major national science and technology projects, and focus on a number of key common technologies for energy conservation and carbon reduction. Solidly promote the construction of green and low-carbon advanced technology demonstration projects. Revise and publish the green technology promotion catalogue, advocate the best energy-saving technology and best energy-saving practices. Actively cultivate key energy products and equipment, key industry enterprises and public institutions energy efficiency "leader".
(V) improve the market-oriented mechanism. Actively promote energy-saving consulting, diagnosis, design, financing, transformation, trusteeship and other "one-stop" comprehensive service model. Promote the paid use and trading of energy rights, and support the cross-provincial trading of energy rights in areas where conditions permit. We will steadily expand the coverage of the national carbon emission trading market, and gradually implement a combination of free and paid carbon emission quota allocation. Carbon emission quota management shall be implemented for key emission units included in the national carbon emission trading market. Orderly construction of greenhouse gas voluntary emission reduction trading market, solid data quality supervision mechanism. Accelerate the construction of green card trading market, do a good job with the carbon market, expand the scale of green electricity consumption.
(VI) implementation of national action.
