A few days ago, the State Council issued the "Action Plan for Promoting Large-scale Equipment Renewal and Consumer Goods Trade-in" (hereinafter referred to as the "Action Plan"). The Action Plan is guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implements the spirit of the Party's 20th National Congress, implements the deployment of the Central Economic Work Conference and the Fourth Meeting of the Central Finance and Economics Committee, and coordinates the expansion of domestic demand and the deepening of supply-side structure Reform, adhere to market-oriented, government guidance, encourage advanced, eliminate backward, standard guidance, and orderly upgrade, implement the four major actions of equipment renewal, consumer goods trade-in, recycling and recycling, and standard improvement, vigorously promote the production and application of advanced equipment, promote the continuous increase in the proportion of advanced production capacity, promote more high-quality durable consumer goods into residents' lives, unblock the resource recycling chain, and greatly improve the country The quality and level of economic cycle.
The Action Plan proposes that by 2027, the scale of equipment investment in industry, agriculture, construction, transportation, education, cultural tourism, medical care and other fields will increase by more than 25% compared with 2023. The energy efficiency of major energy-using equipment in key industries has basically reached the energy-saving level, and the proportion of production capacity with environmental protection performance reaching the-level level has been greatly increased. The penetration rate of digital R & D and design tools and the numerical control rate of key processes in industrial enterprises above designated size has exceeded 90% and 75% respectively; the recycling of end-of-life vehicles has about doubled compared to 2023, the trading volume of used cars has increased by 45% compared to 2023, the recycling of used household appliances has increased by 30% compared to 2023, and the proportion of recycled materials in the supply of resources has further increased.
The Action Plan defines 20 priority tasks in 5 areas. One is the implementation of equipment update action. We will promote the renewal and transformation of equipment in key industries, speed up the renewal of equipment in the field of construction and municipal infrastructure, support the renewal of transportation equipment and old agricultural machinery, and improve the level of medical equipment in education, culture and tourism. The second is the implementation of consumer goods trade-in action. Carry out the exchange of old cars and household appliances for new ones, and promote the exchange of home improvement consumer goods for new ones. Three is the implementation of recycling action. Improve the recycling network of waste products and equipment, support the circulation and trading of second-hand goods, promote remanufacturing and echelon utilization in an orderly manner, and promote high-level recycling of resources. Four is the implementation of standards to enhance the action. Accelerate the improvement of energy consumption, emissions, and technical standards, strengthen the improvement of product technical standards, strengthen the supply of resource recycling standards, and strengthen the convergence of domestic and international standards in key areas. Five is to strengthen the policy guarantee. Increase fiscal policy support, improve tax support policies, optimize financial support, strengthen factor protection, and strengthen innovation support.
The "Action Plan" requires that all regions and departments, under the centralized and unified leadership of the Party Central Committee, improve working mechanisms, strengthen overall coordination, do a good job in policy interpretation, and create a good social atmosphere that promotes large-scale equipment upgrades and consumer goods trade-in.
